Ecology and EPA have created (November 2) and distributed a response plan (Hazmat and Oil Response Plan for Green River Flooding) to members of the King County Hazardous Materials Task Force, ERU, FEMA, and Ecology. The plan is posted on this website.

Howard Orlean has been tasked with being the focal point for all EPA Superfund sites that may be impacted by flooding. He will provide updates on issues and actions related to flood preparations for these sites. He will also receive reports of impacts and cleanup efforts post flooding and provide a report to the REOC.

Diane Dettling reports that she is currently investigating a potential removal site in Kent, WA. All American Metal Finishing(zinc plating facility) is located approximately 1,000 feet north of the Green River(River mile 24) at an elevation of 44 ft.
The facility discontinued production in September and the owner has declared bankruptcy/exhausted all insurance policies.
The approximate volume of liquids left on site are as follows:
3,000 gallons of Zinc Plating Bath
3,600 gallons of Metal Cleaners(alkaline)
2,700 gallons of Pickling Bath (acidic)
1,800 gallons Brighteners(containing Chrome III)
2,000 gallons in the Waste Treatment Tanks
800 gallons in the Evaporator Unit
19,250 gallons of dirty rinse water
Although there has not been a release, there is concern that if the area floods the material will release.

Michael Boykin is working with King County Public Health on an environmental sampling plan of flood waters and soil. King County may request EPA and Ecology assistance with sampling and data management. It has been agreed that interpretation and risk communication of data will be the responsibility of King County Public Health.

Josie Clark and Mike Sibley are coordinating with FEMA with regard to our ESF-10 response plans and our ESF-10 Desk Officer staffing. Mike is working with Ecology on pre-scripted mission assignments.

Mike Boykin has been assisting Eric Winiecki, the EPA Water team lead. However, Office of Water has no designated water security lead. OW needs to identify individual who will coordinate with State and USACE on ESF 3. The state contact is Greg McKnight, Washington Department of Health.
