Last Thursday, the US Army Corps of Engineers lowered the risk of flooding from 1-in-4 to 1-in-25 due to repairs on the Howard Hanson Dam.

The Hazmat and Oil Response Plan for Green River Flooding has been shared with START and ERRS for their information and planning needs.
Ecology is setting up times for outreach on our response plan with local and county planners.

GIS Support (Scott Augustine)
Scott did further analysis of liklihood of flooding along the Duwamish River. This section of the river is of interest to EPA because of location of the Emergency Response Warehouse and the Lower Duwamish River Superfund site.
Scott has concluded that even for the worst case scenario of a high-end 23,000 cfs discharge combined with a 100-year tidal level, the expected rise in river level iwould be less than two feet. At River Mile 4.5 where the ER warehouse is located, the acceptable margin of error is huge due to the large capacity of the river and the large area in which the flood waters would be dissipated upstream once over-bank flow started. The hydro modeller in OEA also concurs that the modelling results indicate a very low chance that the warehouse would be affected by a dramatic increase in a Howard Hanson Dam release.

Water Infrastructure Response Team (Eric Winiecki)
Eric is trying to find a contact within US Army Corps of Engineers (ESF-3) who would likely be responsible for a water infrastructure mission assignment from FEMA. The EPA could be asked by USACE to support them in such a mission assignment. The liklihood of such a request seems remote, seeing as the state, county, and city likely would have capacity to assess water infrastructure.
The lack of a water security coordinator is not impeding progress of the WIRT as indicated in last week's SitRep.
