2.1.1 Narrative
1/16/2010 – OSC L. Sims mobilized to Greenville, SC in response to an incident involving the reported spill of 1,200 gallons of #2 diesel fuel to an unnamed tributary of the Reedy River. The spill originated from an aboveground storage tank (AST) located at the generator station of the Shriners Hospital and was attributed to a blown inlet hose connected from the AST to a backup generator. Upon arrival and integration with unified command, the OSC was in-briefed and accompanied DHEC on a reconnaissance of the site. No oiled vegetation or wildlife was observed during the reconnaissance. The responsible party (RP) contracted with Philip Environmental Services to provide spill mitigation and cleanup.
2.1.2 Response Actions to Date
Local fire departments were first responders to the scene and deployed boom at the unnamed tributary approximately one mile downstream of the point of entry. Boom deployment was successful in containing the spill and preventing the oil from entering the river. As of 1500 hours, an estimated 2,100 gallons of oil/oily-water was recovered from the tributary.
Recovery operations are expected to continue throughout the weekend. The inlet hose was replaced and the AST returned to service. RP cleanup activities appear to be consistent with the NCP.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
