2.1.1 Narrative
On February 1, 2010, EPA received a request for assistance from the Department of Defense Southern Command (SOUTHCOM). SOUTHCOM requested EPA to assist in the Haiti emergency and recovery efforts. They specifically wanted the agency to participate on a Joint Task Force with our interagency partners to develop an environmental way ahead for Haiti. The Joint Task Force will be comprised of other federal partners. SOUTHCOM has reached out to the DOE, DOT/CG, US-AID and USEPA. EPA Region 2 initially has deployed two people to support this effort. The duration of their deployment will be 30 days. The will focus on providing initial environmental base camp assessments and initial environmental planning.
The Joint Task Force will be used to determine critical needs and what can be done to administer immediate assistance to help prevent further loss of life and the deterioration of human health. Although the assistance requested is vague and broad in its scope because of the enormity and scale of the conditions that exist, the deployed EPA personnel will scope potential mission areas for the agency that may be immediate or part of a longer term recovery effort. EPA will conduct environmental assessments and make recommendations back to the Joint Task Force and the Haitian government. Our main objective is to provide technical assistance and recommend as best practices.
Additional responders for future potential deployments are being scheduled and prepared.

Initial team warrived in Haiti on February 16, 2010 and returning to Region II on March 11, 2010.

2.2 Planning Section

2.2.1 Anticipated Activities
EPA responders will provide initial environmental assessment; develop environmental strategies and planning; work with interagency Joint Task Force to provide short and long term environmental plans.
2.2.1.1 Planned Response Activities
Working with the other Task Force members, EPA is scope potential mission areas and identify issues where assistance may be provided. EPA will coordinate actions with the Task Force agencies, and the Haitian government as necessary.
As of February 18, 2010, Humphrey and Solecki have been assessing debris management issues and the potential location of debris waste sites with DOD and the Army Corp of Engineers (ACOE).

EPA Region II, HQ, and the supporting Regions are in the process of planning for the resource support and sustaining of the response.

Funding mechanisms are required to support this mission past the initial 30 days.

Southern Command will be handling logistical operations (security, housing, food services, sanitation facilities) for the EPA while in Haiti. EPA personnel will not be establishing their own lodging arrangements at this time. Potential lodging arrangements during the early phase of this disaster may include lodging in a tent city within the Embassy compound.
During the initial mobilization phase, it is expected that all responders, including those from back-up EPA Regions, will depart from Edison, NJ to Miami, FL. The flights to Haiti for the EPA responders will be coordinated and organized by DOD.

2.5.1 Safety Officer A pre-Deployment Health and Safety briefing package has been developed.
A draft Health & Safety Plan has been developed, based upon upon anticipated missions and activities. The initial HASP will need to be completed once a response mission and area of operation is established. CISM briefing was initiated by the Region II CISM team and responders were provided pre deployment materials regarding stress and health maintenance.

4. Personnel On Site
|

EPA personnel Michael Solecki and Alan Humphrey arrived in Haiti on February 16, 2010. At this time, they received a briefing from SouthCom representatives and logistical needs.
They are scheduled to report to the Region II REOC everyday at 10 AM and 4 PM. As of February 18, 2010, the communication opportunities have been difficult. But the international cell phone and satellite phones are working.
