Starting on March 1, 2010, the START conducted an evaluation of the sediment for oil contamination, results are pending.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

The cleanup is being directed by a Unified Command consisting of the EPA OSC, the CADFG Office of Spill Response and Prevention (OSPR) Game Warden (State IC), OCPW and Huntington Beach Fire Department (HBFD).  The cleanup is being conducted Orange County Public Works. (OCPW). 

2.1.2 Response Actions to Date

March 8, 2010:  EPA began the removal action at Angus Petroleum (AP).  At EPA's request Angus conducted all excavations due to inaccurate piping maps available for the site and to save the government's costs.  EPA's ERRS contractor cut the connection of the 6" pipeline from the tank farm to the clarifier.  OSC Wise sampled the liquid from the pipeline and collected wipe samples from inside the pipe for oil fingerprint analysis.  Working in conjunction with AP, the other two inlet pipes were flushed with water to confirm their routes from well cellars A and B.  OSC Wise collected samples of the liquid from both pipes as they were flushed for fingerprint analysis.  The samples along with the section of the 6" pipe removed were tranferred to OSPR under chain of custody.   The ERRS contractor began cleaning of the clarifier. The liquid was collected using AP's vacuum truck and sent to their water treatment system.  The storm drain inlet shroud was removed.  After examining the clarifier, it was determined that it was not a properly functioning oil-water clarifier for a production site and the decision was made in conjunction with the City of Huntington Beach and AP that it would be abandoned in place by filling it with concrete.

March 9, 2010:  ERRS continued to decontaminate the clarifier.  All liquid was removed from the clarifier.  The inside of the inlet pipe to the storm drain was examined by OSC Wise.  It was photographed, video taped and sampled using a wipe for residual oil.   These samples were transferred under chain of custody to OSPR for fingerprint analysis.   All pipes entering or leaving the clarifier were then blinded and the clarifier pumped full of concrete slurry.  OSC Wise, START and PST then photographed, video taped and sampled the cleanout outside the fence for the storm drain lateral.    The cleanout was then closed by blocking it halfway down with sandbags and placing 4' of concrete slurry over it.  There is no further action at AP required.

Cleanup activies are four fold.
1.    Decontamination of the channel - COMPLETED 

2.     Removal activities at the Angus facility.  This will be conducted by EPA with technical assistance from Angus.  - COMPLETED

3.    Assessment of sediment contamination in the channel.  Sampling has been completed.  The analytical data is due in mid-March.

4.    Removal of any contaminated sediment in the channel if needed.  The removal of sediment will be conducted by either the EPA Emergency and Rapid Removal Services (ERRS) contractor or by Angus's contractor.  If Angus is directed to conduct the sediment removal, the CWA Order will be amended to reflect this.

The sampling of the channel is anticipated to occur during the week of March 3, 2010.  The initial sampling will be for Total Petroleum Hydrocarbons (TPH).  The sediment action level at this time is 1,000 ppm TPH over background.  OSC Wise has consulted with Dr. Ned Black, EPA, OCPW and RWQCB on this action level.  OSC Wise is still awaiting recommendations from the natural resource trustees and the Huntington Beach Wetlands Conservency.  Any samples over this action level will be sent in for PAH Fingerprint Analysis to determine if it is oil from the spill or miscellaneous petroleum hydrocarbons from urban runoff.
