1.1.1 Incident Category

This is a time-critical, fund-lead removal action to address the release of chlorinated compounds from a grain-storage facility.

1.1.2 Site Description

Garvey Elevator operated a grain-storage/processing facility at 2315 West Highway 6, Hastings, Nebraska.  Past releases of carbon tetrachloride, which was utilized as a grain fumigant, have contaminated soils and ground water.  Garvey Elevator participated in the Nebraska Department of Environmental Quality (NDEQ) Remedial Action Plan Monitoring Act Program (RAPMA) in 1995.  Since then, Garvey Elevator installed several monitoring well, a soil-vapor extraction (SVE) system and a ground water extraction system,  and supplied some 30 area residences and business will bottled water.  In December 2003, NDEQ referred the site to the EPA.  In the spring of 2008 EPA was notified that Garvey Elevators intended to file for bankruptcy and would discontinue operation of the system and suppling bottled water. 

1.1.2.1 Location

The Garvey Elevator site is located at 2315 West Highway 6, Hastings, Nebraska.

1.1.2.2 Description of Threat

The ground water contamination extends some 4 miles downgradient (east, southeast of the site) and is approximately 1 miles wide.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

In 1994 CCL4  was identified in environmental samples as part of a Phase I Site Assessment.  Since then, 36 monitoring wells have been installed with the highest concentration of CCL4  at 29,943 micrograms per liter (Fg/L).  At least 40 privately-owned domestic and commercial wells have been sampled with concentrations ranging up to 300 micrograms per liter (Fg/L).  The Safe Drinking Water Act Maximum Contaminant Level MCL for  CCL4 is 5 ug/L.

 

            Numerous on-site investigations have been completed at the site since 1994.  Key findings from the investigations included:

 

·         the detection of CCL4 at 884 micrograms per kilogram (µg/kg) in soils;

 

·         the detection of CCL4 at 29,943 Fg/L  in  on-site ground water;

 

·         a CCL4 plume extends some 4 miles downgradient (east-southeast) of the Site.




2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

The initial fund-lead Action Memorandum was signed in August of 2006.

2.1.2 Response Actions to Date

Actions since May 2009 include:

  • Completion of three extensions of Hastings Utilities water mains: approximately 5,280 feet south on Showboat Blvd, approximately 1,225 feet south on Wabash Ave, and approximately 1,340 feet south on Baltimore St.
  • Municipal water hook ups to 13 residences.
  • Continued operation of the SVE and ground water systems.
  • Near quarterly sampling of the SVE and ground water systems.
  • Two rounds of sampling of the monitoring well network.
  • Sampling of private wells around the perimeter of the plume (no new impacted wells were identified).
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)

Garvey Elevator is in bankruptcy.

2.2.1 Anticipated Activities

2.2.1.1 Planned Response Activities

  • Five homes will be connected to the water line extended on Baltimore Street by May 2010.
  • Continued operation of the SVE and ground water systems.
  • Well #5 of the ground water recovery system was found to have collapsed.  That well will be redrilled in April 2010.
  • Installation of a new PLC of the electronics of the ground water recovery system is planned for spring 2010.
  • Quarterly sampling of the SVE and ground water monitoring network.

No special issues have been identified at this time.


  2.3 Logistics Section
    The on-site crew varies considerably.  During normal operation, a START subcontractor provides a daily system check and ensuing report.  The redrilling of ground water recovery well #5, which is scheduled for the week of April 26, will require a drill rig (subcontract to the EPA ERRS contract), two ERRS personnel, one START, and the OSC.  During sampling of the SVE and ground water network, two START personnel and the OSC are normally present.
