1.1.1 Incident Category
Emergency response to assist the Milan Fire Department and Washtenaw County Hazmat Team to assess an oil sheen found on the Saline River in Milan, Washtenaw County, Michigan.
1.1.2 Site Description
Project area was at the bridge on Platt Road, which crosses over the Saline River.
1.1.2.1 Location
The area of impact was along Platt Road, approximately 100 yards along the Saline River in Milan, Washtenaw County, Michigan. Product was identified by the Milan Fire Department and Washtenaw Hazmat Team and appeared to be coming from a culvert on the south side of the River. Further investigation found that the source of the sheen was a parking lot drain behind a shopping center.
1.1.2.2 Description of Threat
Release of unknown oil substance to navigable waters of the United States.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
The Washtenaw County Hazmat Team initially placed absorbent booms in the River to prevent the migration of the petroleum. The River was stagnant and the oil was contained within several hundred yards of the bridge and shopping center.

2. Current Activities

2.1 Operations Section

2.1.1 Narrative
On August 29, 2010, the Milan Fire Department and Washtenaw County Hazmat Team asked for U.S. EPA assistance in responding to an unknown oil release into the Saline River. U.S. EPA responded to investigate and conducted oversight of the cleanup activities.
2.1.2 Response Actions to Date
On August 29, 2010, U.S. EPA and the Superfund Technical Assistance and Response Team (START) contractor mobilized to the Site to investigate the source of an unknown oil sheen on the Saline River. U.S. EPA and START assessed the situation and met with a construction crew that was working at an elementary school near the River. It appeared that the current work at the site was responsible for the oil sheen on the waterway. Due to the investigation, in addition to information provided by the Milan Fire Department and Washtenaw County Hazmat Team, the construction crew (Clark Construction) hired a clean-up contractor to boom the river and remove the petroleum. The Company hired Marine Pollution Control out of Detroit, Michigan and they mobilized to the Site.
On August 30, 2010, U.S. EPA returned to the Site to observe the removal activities. U.S. EPA was informed by a Milan police officer that the sheen had been seen further upstream earlier in the day on August 29, 2010. After further discussion, U.S. EPA proceeded to a supermarket located approximately one half mile upstream of the Platt Road Bridge. Further investigation of the supermarket property revealed evidence of an area of significant liquid dumping (appeared to be a mud slurry) adjacent to the parking lot. In addition, there was a significant amount of grease from a dumpster that had migrated into the storm drain system and caused a build-up and sheen on the standing water in the sewer. Due to the presence of a sheen on a storm sewer system that leads to the Saline River, U.S. EPA tasked the manager of the Kroger grocery store to hire a contractor to clean the storm drain system. Due to the nature of the unknown dumped material, it was also recommended that the unknown slurry material be investigated. The RP hired a vac-truck contractor from the local area to perform clean-up operations.
On August 31, 2010, U.S. EPA returned to the Kroger grocery store to observe the storm drain clean-up operations. All clean-up operations on the storm sewer system were completed. No additional or new sheens were present on the Saline River.
2.1.3 Enforcement Activities, Identity of Responsible Parties (RPs)
The Kroger grocery store was compliant with U.S. EPA directive to clean the storm drain with evidence of sheen and residual grease build-up. The RP contracted a local vac-truck contractor to perform the storm drain clean-up operations.
