1.1.1 Incident Category
Time-Critical Removal
1.1.2 Site Description
The Site is characterized as a time-critical removal. The Site includes approximately 1300 acres of land (approximately 1.5 square miles) that were formerly used for the commercial growing and harvesting of fruit from orchard trees and are currently zoned residential or public use in North Whitehall Township, PA. Lead arsenate pesticide was historically used for several decades until its use was banned in 1988 by EPA. Elevated levels of arsenic and lead have been detected in surface soil samples on residential parcels and public use areas. FMO Pesticide Action Memorandum was submitted by the OSC and signed on September 1, 2010 approving a Removal Action. The areas of concern being addressed by this Action Memorandum.are residential properties.
1.1.2.1 Location
Schnecksville/Orefield area of North Whitehall Township, Lehigh County, Pennsylvania
1.1.2.2 Description of Threat
Arsenic and lead contamination in soil on residential property. The route of exposure that represents the greatest health concern is ingestion of lead and arsenic through direct contact with contaminated soil or the ingestion of contaminants from small particles that have been aerosolized from the disturbance of soil within a depth of 3 inches.

2.1.2 Response Actions to Date
As of Sept 17, 2010 a Removal Action access request letter was sent to 23 property owners. The deadline for response was set for September 24, 2010. By the deadline date, access was granted to 18 homes. Extent of contamination soil sampling began on September 27, 2010. Two properties were sampled, processed, analyzed, and had confirmation samples shipped to the Ft. Meade Lab for 96 hour turn around time. These samples were collected on September 27, 2010, and were shipped on September 28, 2010. Validated data was received on October 1, 2010. All samples were within an acceptable relative percent difference, confirming the on-site XRF analysis. An additional 5 properties were sampled this week, bringing the total number of properties sampled to 7 for the week ending October 1, 2010. Four of these properties were completely processed and analyzed. The remaining 3 properties will be held until the following week to complete processing and analysis.
ERR contractors continue to prepare for upcoming onsite work.
