1.1.1 Incident Category
From July 28 to August 19 U.S. EPA responsed to a threat of discharge of oil to an unnamed tributary to Wheeling Creek, a tributary to the Ohio River, from an abandoned industrial facility in Bridgeport, Ohio. Over 32,000 gallons of oil water mixture were removed from the site. During this same period a CERCLA site assessment was conducted.
The site assessment confirmed the presence of large quantities of asbestos waste abandoned on the property. A CERCLA Fund Lead Removal Action was authorized by the Region 5 Superfund Division Director on September 29, 2010.
1.1.2 Site Description
The Wheeling Brake Band Site was an asbestos brake parts manufacturer from 1968 to 1984. The company ceased production of asbestos containing brake parts on or about 1984 but continued to produce non-asbestos brake parts up to 2009. Currently, the Site is inactive with no commercial or manufacturing activities.
The facility is located at the western terminal end of Berkley Avenue (a.k.a. Boyd Ave.). The facility is open to foot traffic on all sides. A small stream is located to the south of the facility. The stream contains several beaver dams which cause routine flooding of the southern portion of the property including the facility’s building. The site contains large quantities of asbestos waste inside and outside of the on-site building.
1.1.2.1 Location
The address for the facility is 56100 Berkley Ave. (a.k.a 100 W.Boyd Ave), Bridgeport, OH
1.1.2.2 Description of Threat
U.S. EPA estimates that approximately 10,000 to 12,000 cubic yards of asbestos waste is present on the site. The waste is located in 6 tractor trailers filled with bag house dust, a large waste pile at the rear of the property, and off-spec brake parts in bins and containers scattered throughout the facility.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
From July 28 through 30, 2010, USEPA conducted a CERCLA site assessment to confirm the presence of abandoned asbestos waste at the site. A copy of the site assessment report is posted in the documents section of this website.

Monday, October 11, 2010, ERRS mobilized personel and limited equipment to the site.
Tuesday, October 12, ERRS began cleaning the concrete pad for placement of site office trailers. Trailers were mobilized to the site and set in place. A generator was mobilized to the site to provide power for the site trailers. ERRS continued to clean the concrete pad and move miscellaneous items out of the way. Clearing of site vegetation with a brush-hog began. START contractor began site and photo documentation.
Wednesday, October 13, ERRS continued cleaning concrete pad and staging miscellaneous items. An electrician connected the site trailers to the generator. ERRS continued vegetation clearing around the waste pile at the rear of the facility. The site owner transported 20 bins of non-asbestos brake parts off site for recycling.
Thursday, October 14, ERRS completed clearing vegetation around the property. Non-asbestos brake parts were consoldated in bins for future transport off site by the properrty owner. ERRS began removing the structural steel frame work around the two pits within the building in preparation of filling the pits with nonfriable asbestos waste products and future capping with concrete.
Friday, October 15, ERRS completed removing all steel around the pit. Five storage tanks and all debris were removed from the pits. ERRS began filling the pits from bins of off-spec asbestos containing brake parts stored around the facility. START began air sampling and dust monitoring.

OSC Augustyn provided a copy of the General Notice Letter to the property owner. The owner stated he had not received the original copy in the mail.

2.2.1 Anticipated Activities
Continue to mobilize additional ERRS personnel and equipment. Coordinate transportation and disposal options.
2.2.1.1 Planned Response Activities
ERRS will continue to fill the two pits with on-site waste up to within 18 inches of ground surface. The waste mass will be covered with orange barrier fencing and signage, covered with 12 inches of crushed stone, and finally capped with 6 inches of concrete.
Decontaminated scrap steel will be transported to a local scrap dealer.

ERRS will begin vacuuming bag house dust from 6 trailers into bladder bags placed into roll off boxes.
