1.1.1 Incident Category

CERCLA Fund Lead Removal Action.

1.1.2 Site Description

The Wheeling Brake Block Site was an asbestos brake parts manufacturer from 1968 to 1984.  The company ceased production of asbestos containing brake parts on or about 1984 but continued to produce non-asbestos brake parts up to 2009.  Currently, the Site is inactive with no commercial or manufacturing activities.  The site contains large quantities of asbestos waste inside and outside of the on-site building.

The address for the facility is 56100 Berkley Ave. (a.k.a 100 W.Boyd Ave), Bridgeport, OH

1.1.2.2 Description of Threat

U.S. EPA estimates that approximately 10,000 to 12,000 cubic yards of asbestos waste is present on the site.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

From July 28 through 30, 2010, USEPA conducted a CERCLA site assessment to confirm the presence of abandoned asbestos waste at the site.  A copy of the site assessment report is posted in the documents section of this website.

Monday, October 18, 2010, ERRS continued filling the interior pits from bins of off-spec non-friable asbestos containing brake parts stored around the facility.  ERRS completed filling the east pit with non-friable asbestos brake parts, and began to fill the west pit.  Empty steel bins were decontaminated, crushed, and staged for later off site recycling.  One load of scrap steel transported off site for recycling.  START continued air sampling and dust monitoring.

 

Tuesday, October 19, ERRS continued filling the west pit with off-spec non-friable asbestos containing brake parts stored around the facility.  ERRS continued decontaminating, crushing, and loading scrap steel for recycling.  Three beaver dams were removed from the creek along the south perimeter of the Site to prevent the Site from flooding in the event of heavy rain.  Representatives from Ohio EPA were on Site to observe removal activities.  Roll-off boxes for non-friable ACM began arriving on Site.  Three (3) loads of scrap steel transported off site for recycling.  The site owner transported one (1) truck load (20 bins) of non-asbestos brake parts off site.  START continued air sampling and dust monitoring.

 

Wednesday, October 20, ERRS began removing non-friable brake parts from the brake-part disposal area on the west side of the Site and placing the brake parts into the west pit inside the building.  ERRS began lining and loading roll-off boxes with non-friable ACM brake parts from the southeast portion of the Site.  Two (2) loads of scrap steel were transported off site for recycling.  The site owner transported two truck loads (35 bins of non-asbestos brake parts, 2 tanks and a set of steel stairs) off site for recycling.  START continued air sampling and dust monitoring.

 

Thursday, October 21, ERRS continued removal activities from previous day.  Four (4) roll-off boxes of non-friable asbestos brake parts were transported off site for disposal.  START continued air sampling and dust monitoring.

 

Friday, October 22, ERRS ERRS continued removal activities from previous day.  ERRS began to assemble the vacuum trailer (Hurricane).  Four (4) roll-off boxes of non-friable asbestos brake parts were transported off site for disposal.  Two (2) loads of scrap steel were transported off site for recycling.  START continued air sampling and dust monitoring and began collecting bulk samples from some of the containerized material inside the building. 


Monday, October 25, 
ERRS continued excavating non-friable asbestos brake parts from the disposal area on the west and southeast areas of the Site. The non-friable brake parts were placed into roll-off boxes for offsite disposal.  ERRS continued staging containers of material inside the southwest portion of the building. Scrap steel within the building was decontaminated, crushed, and staged for later off site recycling. Representatives from the Ohio EPA were on site to observe removal activities. START continued air sampling and dust monitoring and continued the assessment of the interior of the building. Twelve (12) roll-off boxes of non-friable asbestos brake parts transported off site for disposal.  One (1) roll-off box of solid waste transported off site for disposal.

 

Tuesday, October 26, ERRS continued removal activities fom previous day.  Orange snow fence and asbestos signs were installed over the backfilled non-friable ACM waste in the two pits inside the building.  ERRS began the removal of asbestos contaminated bag house dust from Trailer #2 on the southeast portion of the Site.  Nine (9) roll-off boxes of non-friable ACM brake parts were transported off site for disposal.  START continued air sampling and dust monitoring activities.

 

Wednesday, October 27, ERRS continued removal activities from previous day.  Representatives from Ohio EPA were on Site to observe removal activities.  Other ERRS activities included cleaning-out of the Hurricane vacuum unit.  Eight (8) roll-off boxes of non-friable ACM brake parts were transported off site for disposal.  One (1) roll-off box of friable ACM was transported off site for disposal.  START continued air sampling and dust monitoring.

 

Thursday, October 28, ERRS activities the same as previous day.  Seven (7) roll-off boxes of non-friable ACM brake parts were transported off site for disposal.  Two (2) roll-off boxes of friable ACM were transported off site for disposal.  One roll-off of solid waste was transported off site for disposal.  START continued air sampling and dust monitoring.

  2.2 Planning Section
    2.2.1 Anticipated Activities

Continue loading roll-off boxes with ACM waste for off site disposal. Continue to segregate debris within the building which can be decontaminated, and stage containers in the southwest portion of the building for characterization and sampling.


2.2.1.1 Planned Response Activities

ERRS will cap interior pits with 12 inches of crushed stone and cap with 6 inches of concrete.

 

Decontaminated scrap steel will be transported to a local scrap dealer.

 

Continue to load roll-off boxes with non-friable asbestos brake parts for disposal.

2.2.1.2 Next Step

ERRS will continue removing bag house dust from 6 trailers into bladder bags placed into roll off boxes.

2.2.2 Issues

Asbestos contaminated bag house, as well as iron powder, used in the manufacturing process of the brake pads, is found throughout the inside and outside the building. These fine powders have been found to be insoluble with water and the ERRS contractor is having difficulty suppressing visible dust emissions. Additional and alternative work practices and engineering controls are being implemented in order to be in compliance with the NESHAPs no visible emissions requirements.

ERRS Task Order #44 was established with a ceiling of $300,000.  As of October 28, approximately $187,218 has been expended.  OSC requested a ceiling increase of $240,000.  New ceiling will be $540,000.

START TDD was established with a ceiling of $25,000.  As of October 22, approximately $17,253 has been expended.  OSC requested a ceiling increase of $50,000.  New ceiling will be $75,000.

USEPA Region 3, Wheeling, WV, office has agreed to provide backup OSC oversight for the Removal Action.  Region 3 is  a backup Region for R5.  The Wheeling office is approximately 10 minutes away from the site.
