Time-Critical Removal




1.1.2 Site Description

The Site is characterized as a time-critical removal.  The Site includes approximately 1300 acres of land (approximately 1.5 square miles) that were formerly used for the commercial growing and harvesting of fruit from orchard trees and are currently zoned residential or public use in North Whitehall Township, PA.  Lead arsenate pesticide was historically used for several decades until its use was banned in 1988 by EPA.  Elevated levels of arsenic and lead have been detected in surface soil samples on residential parcels and in public use areas.  FMO Pesticide Action Memo was submitted by the OSC and signed on September 1, 2010 approving a Removal Action which address contamination at residential parcels.

Ingestion of lead and arsenic through direct contact with contaminated soil, or ingestion of contaminants from small particles that have een aerosolized from the disturance of soil.

2.1.2 Response Actions to Date

START contractors continue to perform sampling necessary to delineate areas of  contamination that meet criteria for excavation within the 40 foot buffer area to the home and at toddler play areas, if applicable. During this reporting period an additional 2 homes were sent access request letters, bringing the total homes that were sent access request letters to 25.  Five homes did not respond and were re-sent access request letters through certified mail.  Of these 5, 3 again did not respond.  Access was granted to a total of 22 homes.
Eleven homes were sampled during this period, bringing the total number of homes sampled to 17.  Four homes were not sampled because enough data existed from Phase II sampling to move them into the Removal Action.  One home remains to be sampled. Samples from 5 properties were analyzed with the XRF during this period, bringing the total number of analyzed properties to 9.  Seven property samples were sent to the Ft. Meade Lab for 7-day turn around time.  Results for these 7 samples were received and were validated on-site.  The total of 9 properties now have validated lab data and are ready for the next phase of the Removal Action

ERR contractors continue to prepare for upcoming onsite work. OSC, FSA and ERRs RM have met with two property owners to discuss the site specific scope for their property.

2.2.1 Anticipated Activities

Continue Phase II Biased soil sampling for homes requesting sampling.  Continue extent of contamination sampling at homes that have provided access for the removal action.  Continue soil sample processing for XRF analysis.  Send 5% of samples to Ft. Meade Laboratory for confirmation of on-site XRF analysis.  OSC, FSA, and RM will continue to meet with property owners to discuss site specific scope for their property.  Pending approval of all subcontracts, the OSC expects excavation activites to begin at the first property the week of November 1st.  Work is expected to be completed in one week at this property.
