2.1.2 Response Actions to Date
On October 25, 2010, ERRS entered the concrete access pit to locate the 36-inch diameter stormwater sewer line and close the partially open butterfly valve to the west million-gallon bunker tank. The butterfly valve was too degraded for ERRS to close. ERRS pumped out and jet-cleaned three manways.
On October 26, 2010, there was approximately 0.5 inches of rain at the site in a short time period, causing the middle concrete access pit to overflow into the east pit and seemingly back up into the stormwater manways across the site. The 36-inch diameter stormwater sewer line appears to discharge into the concrete access pit. The following interim actions have been planned for the site: hauling some of the oily water from the million-gallon bunker tanks off site for disposal to increase site stormwater storage capacity, close off the connection (cap) between the stormwater lines on the northeast and southwest areas of the site, construct a berm to separate the surface stormwater from the northeast and southwest areas, thoroughly clean out the manways on the southwest area, and pressure wash oil-impacted concrete/asphalt surfaces in the southwest area. Once the northeast and southwest areas are capped and bermed, the stormwater will be collected separately and the southwest area stormwater may be discharged to the City of Indianapolis sanitary sewer pending analytical testing.
On October 27, 2010, ERRS pumped out and jet-cleaned the 20 manways previously cleaned before the rain event the morning of October 26, 2010.
On October 28, 2010, ERRS began pressure washing oil-impacted areas on the southwest area and saw cut asphalt for berm placement. Four 300-gal totes (approximately 1,050 gal) of sodium hydroxide were hauled to United Wastewater for reuse. A public meeting was held with predominantly City of Indianapolis and Pike Township attendees and concerns were raised about heavy rain events causing stormwater sewer overflow and runoff into surrounding area as well as odor issues. Meeting attendees were updated on all current and planned U.S.EPA site activities and fact sheets were distributed. The next meeting is scheduled for November 18, 2010.
On October 29, 2010, ERRS continued pressure washing oil-impacted areas on the southwest area, excavating for the stormwater cap, and began cleaning out frac tank 9. ERRS took one solid waste sample, ESI-SOLIDS-001, of the solidified sludge (sludge and fly ash) that is currently staged and covered on the north end of the site. ERRS took one soil sample, ESI-SOILS-002, of stained soil encountered approximately 4.2 ft bgs while excavating for the stormwater cap. Samples will be tested for the following laboratory analyses: VOCs and SVOCs. ERRS hand delivered the samples to Pace Analytical for a 5 day turnaround time.
From November 1 until November 5, 2010 ERRS capped the stormwater sewer between the northeast and southwest areas just north of manway SS17. Two of the three berms were constructed to control surface stormwater. The two API tanks and two DAF tanks were covered with their lids in order to avoid precipitation further increasing the liquid waste volumes. 9,000 gallons of oily water from the primary separator pit adjacent to the Administration Building was pumped to the west million-gallon bunker tank. AreaRAE monitoring was conducted on the site perimeter during the week of November 1, 2010 due to recent odor complaints in the surrounding area. Results of the AreaRAE air monitoring will be posted at a later date under the Documents section. In addition, in the evening on November 4, 2010 Jason Doerflin, Marion County Health Department, U.S.EPA OSC Simon, and START Ross spent about 1 hour in the vicinity of ESI assessing the air quality during a time where odor complaints typically occur.

Marathon Petroleum Company submitted a draft Site Inspection/Work Plan to the U.S.EPA to document the current site conditions for the properties leased by ESI.

2.2.1.1 Planned Response Activities
- Possible water shut-off for 8 to 9 hours due to the City of Indianapolis monitoring the manway shared by ESI, Asphalt Materials, and Crider & Crider. The water will be shut off so the City can determine if ESI is the source of any water flowing into the shared manway.
- Inventory the laboratory located on the southwest corner of the Unloading Building.
- Haul out the remaining oily water from frac tanks 7, 8, 9, and 10 to United Wastewater to create storage capacity for future rain events.
- Complete construction of the third stormwater berm and complete concrete backfill of the stormwater cap excavation.
- WSP, ESI's insurance company's environmental consultant, may begin to mobilize equipment on or about November 11, 2010.

ERRS will prepare to demobe on or about November 12, 2010. U.S.EPA and START will be on site while WSP is working.
