2.1.2 Response Actions to Date

From December 6 until December 11, 2010

  • WSP received 15,000 gal of red-dyed No. 2 fuel oil for the third rinse of Tank 51 and 3,850 gal of diesel fuel for the triple rinse of Tanks 43 and 44.
  • WSP completed removal of material from Tanks 43 and 44. Material was transferred into a vacuum box using a vacuum truck and WSP collected a waste characterization sample.
  • WSP completed all three rinses of Tanks 43 and 44. Analytical results from Heritage Laboratory in Indianapolis, IN for the rinsate from each rinse for PCBs were below the detection limit.
  • WSP received analytical results for PCB analysis of the Tank 51 second rinse: 1.9 ppm. WSP used virgin material for the third rinse.
  • WSP loaded and transported three loads (approximately 17,400 gal) of stormwater from the stormwater frac tank, which was transported to Action Environmental in Fort Wayne, Indiana for disposal.
  • On December 7, 2010 Pike Township Fire Dept (PTFD) was on site due to the sprinkler pipes in the Dehydration Building freezing, breaking, and releasing water throughout the building. The water release triggered an alarm and the alarm company contacted PTFD. PTFD Fire Marshal Steve Jones issued a code violation stating “Fire sprinkler system shall be repaired & maintained.”
  • WSP received approval of the waste profile for the waste oil from Recycle Oil Company in Easton, Pennsylvania. 
  • ERRS finished with labpacking the contents of the lab in the southwest corner of the Administration Building.
  • ERRS plans to have the labpack contents shipped off site for disposal by December 18, 2010.
  • The laboratory materials were containerized in the following: 7 55-gal steel drums, 2 55-gal poly drums, 2 30-gal poly drums, 2 15-gal poly drums, 10 5-gal poly buckets, & 1 1-cyd box of 5-gal buckets.
  • On December 10, 2010, once the temperature started rising and ice began melting, the following pipeline leaks were found on site:
  • Pipe above the eye wash/shower station on the south side of the Flocculent Building (valve shut off by START).
  • Sprinkler system inlet on the north side of the Solids Building (water to Solids Building shut off by trustee’s contractor- Ryan Fire Protection).
  • Inlet to frac tank 7 on the north side (valve shut off by AIMM).
  • Inlet to frac tanks 9 and 10 on the north side (valve shut off by AIMM/ERRS).
  • Per Ryan Fire Protection personnel, there are a number of pipe fittings on the Solids Building floor that apparently broke off of the sprinkler pipelines near the ceiling—signaling a much larger problem in the future when ice thaws and water pressure is restored.
  • On December 10, 2010 the trustee coordinated a contractor to come on site for heat inspection of each building.
  • On December 10 and 11, 2010 ERRS was on site to repair and close the leaking valves on the north side of frac tanks 9 and 10.
  • On December 11, 2010 WSP completed the third rinse of Tank 51 and sampled the rinsate. START took a split sample and analytical results from both samples are pending.
