2.1.2 Response Actions to Date

From December 13 until December 18, 2010
      • WSP completed all three rinses of Tank 43 and Tank 44.
      • WSP transported rinse material from Tank 43, 44, and 51 for treatment at Oil Recyclers in Easton, PA.
      • WSP and USEPA sampled the rinsate from the third rinse of Tank 51 and results were non-detect for PCBs.
      • WSP took sludge samples from Tank 51 at locations 51SS-01 through 51SS-20.
      • The samples from locations 51SS-01 and 51SS-02 were analyzed and had PCB concentrations of 1.6 ppm for both samples.
      • Analytical results for samples from locations 51SS-03 through 51SS-20 are scheduled to be received by December 22, 2010.
      • START delivered the following samples to Microbac in Indianapolis, IN for PCB analysis: 51SS-07-101216-SPLIT, 51SS-08-101216-BOOT, 51SS-09-101216-SPLIT, 51SS-12-101217-SURFACE, 51SS-12-101217-SPLIT, and 51SS-17-101217-SPLIT. Sample TANK51-101217-COMPOSITE was also delivered to the lab to be run for the following waste characterization analyses: PCB, pH, flash, reactivity, paint filter, TCLP metal, TCLP VOC, TCLP SVOC, TAL metal, TCL VOC, & TCL SVOC. All samples have a 7-day turnaround time.
      • WSP had a portable boiler delivered to the site and was connected by piping to the mix tank to heat the rinse material.
      • As a result of the analytical from the stormwater sample taken by ERRS from manway SS-17 on December 2, 2010, the City of Indianapolis gave USEPA permission to discharge 84,000 gal of stormwater from the southwest area to the sanitary sewer.
      • ERRS began discharging stormwater from SS-17 in the Southwest Area to the City of Indianapolis sanitary sewer located northwest (in the northeast area) on December 17, 2010.
      • ERRS installed the flow meter and piping between the two manways.
      • The initial flow meter reading (prior to any site discharge) was 354.9 gal.
      • Stormwater was pumped at a maximum of 350 gallons per minute (gpm) and was not to exceed 500 gpm per the City of Indianapolis.
      • Stormwater was pumped for approximately an hour for a total of 15,117.6 gal discharged of 84,000 gal allotted in the current permit.
      • The trustees reached an agreement with Pike Township Fire Department about site fire protection:
      • The Unloading Building and Dehydration Building can remain unheated if any hazardous materials are removed and if no personnel enter the building.
      • The Solids Building will need to have a temporary commercial heater installed due to sludge stored inside.
      • On the evening of December 16, 2010 a non-potable water line and sprinkler pipe in the Unloading Building burst.
      • WSP closed the non-potable water line.
      • The sprinkler line break sounded an alarm and the security guard called the fire department.
      •   Pike Township Fire Department had two fire trucks on site and shut off the sprinkler system to the building.
      • The trustee had an electrician and heat unit installer on site to place a heating unit inside of the Solids Building, but the two contractors reported that they would need a larger heater and a generator to sufficiently heat the building.
