2.1.2 Response Actions to Date

From January 3 until January 7, 2011
        • WSP submitted the Tank 51 sludge confirmation sample analytical data for the twenty proposed locations. Results were below detection limit for PCBs except for the following locations, which each had concentrations of 1.6 ppm: 51SS-01, 51SS-02, 51SS-14, and 51SS-19. Due to the four exceedences all having concentrations of 1.6 ppm, WSP had the samples reanalyzed.
        • WSP completed cleaning and removal of the frac tanks, mix tanks, and vacuum boxes used for their PCB remediation activities.
        • WSP loaded and transported 4,125 gallons from their tank/box demobilization cleaning activities.
        • WSP completely demobilized from the site and any future Tank 51 cleanup decisions will be made after the exceeding sample results are received.
        • The trustees had Christy’s Auction House come on site between December 22, 2010 and January 3, 2011 to remove non-leased site vehicles and laboratory equipment.
        • ERRS was on site on December 31, 2010 and discharged 13,367.4 gal of stormwater from the southwest area to the City of Indianapolis sanitary system, for a total of 63,310.3 gal of the allotted 84,000 gal in the Special Discharge Permit (SDP) issued on December 10, 2010.
        • On January 3, 2011 ERRS took stormwater sample ESI-SWSEWER-010311 and submitted it to Pace Analytical for City of Indianapolis sanitary sewer discharge parameter analysis.
        • On January 3, 2011 the City of Indianapolis issued a SDP for 120,000 gal. The SDP is contingent on the stormwater sample meeting the required sanitary sewer discharge criteria.
        • ERRS hauled out 18 loads (101,670 gal) of oily water from frac tanks 7-10 and the west million gallon bunker tank for disposal at United Wastewater in Cincinnati, OH.
        • ERRS emptied out frac tanks 7-10 due to connecting pipe leakage caused by temperature fluctuations.
        • ERRS discharged 2 feet of water (approximately 12,387 gal) from the primary separator pit to the west million gallon bunker tank.
        • Repossession personnel from International Capital Equipment were on site to remove a vacuum truck and power washer.
        • Indianapolis Power & Light was on site to discuss electricity bill issues between the Trustees, WSP, and USEPA.
        • On January 6, 2011 ERRS locked out/tagged out the southwest bay door in the Unloading Building due to safety issues.
        • On January 6 and 7, 2011 Christy’s Auction House removed a vacuum truck and additional vacuum boxes and rolloffs for the Trustees.
        • U.S.EPA is paying for site security since WSP has demobilized.
        • Revision 1 of the Emergency Contingency Plan has been posted under "Documents".
