1.1.2 Site Description
The interior of the main floor of the building is divided into a former manufacturing and processing area, offices, shipping and receiving areas, storage areas, and a kitchen and bathroom area. The subroom was used as a former machine and boiler room, and the basement is divided into multiple processing and storage rooms and contains two boiler tanks measuring 6 by 30 feet.
The Site is bordered on the south by Territorial Road and commercial properties, on the north by an alley and undeveloped land, on the west by 5th Street and undeveloped land, and on the east by undeveloped land and commercial properties. Ox Creek is located approximately 0.15 mile north and east of the Site and flows into the Paw Paw River about 0.75 mile west of the Site. The Paw Paw River empties into Lake Michigan at Benton Harbor approximately 1.5 miles west of the Site.
1.1.2.1 Location
The Site is located in Benton Harbor, Berrien County, Michigan, in a mixed commercial and industrial area. The Site occupies about 0.25 acre in the central business district of Benton Harbor and contains a vacant building with two small landings leading to the roof and a subroom leading to a basement.
1.1.2.2 Description of Threat
There are currently 5 partially filled drums on-site that contain unknown material. Four are on the main floor and one is located in the basement. There are also two large underground storage tanks (USTs). Both USTs look to be filled 6 to 10 inches.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
On Octobber 8, 2010, U.S. EPA OSC Anita L. Boseman and ERRS contractor, Lata-Kemron mobe to site for a walk through prior to commencement of removal activities and were unable to obtain access. The OSC was unable to locate the property owner.
On November 24, 2010, U.S. EPA OSC Anita L. Boseman, U.S. EPA Civil Investigator Joseph and START Marcus Ma mobilized to the Site. After a brief safety meeting and equipment set-up, U.S. EPA, and START, met with the current property owner and their contractor, Clark's Environmental Services to perform air monitoring with a MultiRAE and perform inventory of on-site drums and small containers. During the Site reconnaissance, WESTON START collected written and photographic documentation of current Site conditions and noted potential environmental threats.
The property owner, informed U.S. EPA that he would perform the cleanup. However, the owner failed to subnitted an approvalable workplan. So, on U.S. EPA
