1.1.2 Site Description
The Site is a residential area located in Southwest Detroit, Wayne County, Michigan. The Site’s meridian coordinates are 42.28 North and -83.14 West. The Site is located 0.4 miles from the Detroit Marathon refinery's wastewater outfall.
The Site was referred to U.S. EPA Emergency Response Branch after residents in the community collected air samples that showed volatile organic compounds.
1.1.2.1 Description of Threat
Residential homes north and south of Pleasant Street share a common sewer with Marathon Refinery. An investigation of petroleum compounds sampled in two residential basements found that failure of water traps is allowing sewer gas that contains petroleum compounds from Marathon to enter the homes. Marathon and the agencies are investigating the scope of the indoor air problem and sampling outdoor to determine if ambient air is being affected.

2. Current Activities

2.1 Operations Section

2.1.1 Narrative
Marathon submitted to USEPA, DNRE, and the City of Detroit a plan to assess the area potentially impacted by its wastewater discharge. The plan discussed the process of interviewing residents, air monitoring, air sampling, sewer trap inspections, and outdoor air sampling (see Workplan under documents).
To date, 61 homes have been included in the investigation area. Of those 61 homes, 27 have completed inspection, 12 have refused access, 10 are being scheduled, and 12 have not responded to multiple flyers and home visits. Of the 27 completed, 1* had a non-functioning trap, 3 had plugged or seal drains, and 13 had Summa canisters collected.
*Early in the investigation USEPA identified a home on Liebold Street with a failed sewer trap. The owner later denied access to Marathon to investigate and fix the trap.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
Marathon is performing the assessment and response work voluntarily. While residential plumbing is the responsibility of homeowners, Marathon will work with homeowners to repair broken traps at no cost to homeowners.

Marathon will complete the scheduled inspections this month. A mailer will be sent to the 12 residents who have not responded asking them to respond by a March 16 deadline.
The Agencies and Marathon will finalize the outdoor sample locations next week.
Indoor sample results will be delivered to residents this month.

Don de Blasio has been assigned by U.S. EPA as the community involvement coordinator (CIC).
On February 22, a community meeting was held at the Rollercade, 2130 South Schaefer Highway, Detroit. Participants included community residents, Marathon, DNRE, DWSD, USEPA, City of Detroit Health Department, and City of Detroit Environmental Affairs. USEPA Brian Kelly updated the community about the sewer inspection project and how it started, DNRE Joe DeGrazia talked about the home inspections, and City of Detroit Health Department Donald Hamel discussed the health effects. During the presentation homeowners were asked to sign up for the free sewer trap inspections.
