1.1.2 Site Description


The Site is a residential area located in Southwest Detroit, Wayne County, Michigan. The Site’s meridian coordinates are 42.28 North and -83.14 West. The Site is located 0.4 miles from the Detroit Marathon refinery's wastewater outfall.

The Site was referred to U.S. EPA Emergency Response Branch after residents in the community collected air samples that showed volatile organic compounds.


1.1.2.1 Description of Threat

Residential homes north and south of Pleasant Street share a common sewer with Marathon Refinery. An  investigation of petroleum compounds sampled in two residential basements found that failure of water traps was allowing sewer gas that contains petroleum compounds from Marathon to enter the homes.  


2. Current Activities
  2.1 Operations Section
   

 2.1.1 Narrative

Marathon submitted to USEPA, DEQ, and the City of Detroit a plan to assess the area potentially impacted by its wastewater discharge. The plan discussed the process of interviewing residents, air monitoring, air sampling, sewer trap inspections, and outdoor air sampling (see Workplan under documents).

The agencies and Marathon identified 62 homes for investigation. Of those 62, 42 completed inspection, 12 refused access, and 8** did not responded to multiple flyers and home visits. Of the 42 completed, 1* had a non-functioning trap, 5 had plugged or sealed drains. 

 
*Early in the investigation USEPA identified a home on Liebold Street with a failed sewer trap.  The owner later denied access to Marathon to investigate and fix the trap.

**A mailer was sent to the 8 residents who had not responded asking them to respond by March 16. While the resident hotline will remain open for an additional month, no further outreach is planned.

The second part of the work plan is an evaluation of the potential effects of Marathon's wastewater discharge on sewer gas venting to ambient air from manholes in residential neighborhood located near Pleasant, Liebold, and Liddesdale Avenue (ambient air sampling). The first round of samples were collected on March 25. Sampling will continue for one year.

Marathon is performing the assessment and response work voluntarily.

Marathon, City of Detroit Health Department, and Michigan DEQ are meeting with residents who had indoor samples collected during the weeks of March 28 and April 4.

Marathon will continue to perform monthly ambient air sampling.
