2. Current Activities

2.1 Operations Section

2.1.1 Narrative
EPA, along with EPA's Emergency and Rapid Response Service (ERRS) and Removal Support Team (RST2) contractors, mobilized to the Site on April 4, 2011 to begin the removal of all drums and wood block flooring from the Site building. PACM and light ballasts which may contain PCBs are being evaluated and removed as necessary.
2.1.2 Response Actions to Date
See Polrep No. 2, dated April 8, 2011, for information pertaining to response actions taken prior to April 9, 2011.
From April 11-12, 2011, EPA and ERRS contractors finished removing and moving debris from two of the three rooms with wood block flooring within the Site building, to allow access to the flooring. Household hazardous waste was separated from the debris for proper disposal. The flooring blocks from the largest room were removed and stockpiled on April 12, 2011.
From April 12-14, 2011, ERRS contractors bulked all on-site drums into groups for disposal; partially full drums of similar, compatible materials were combined to reduce the number of drums of waste being shipped off-site. All of the on-site drums were consolidated into seven groups, or waste streams, for disposal. Emptied drums were set aside for proper disposal.
All Site activities were executed in appropriate personal protective equipment (PPE) in accordance with the Site-specific Health and Safety Plan. Air monitoring for particulates was conducted within each work area and along the Site perimeter in accordance with the Community Air Monitoring Plan. Air within the drums and work areas was screened for volatile organic compounds and cyanide during drum sampling and bulking activities.

2.2.1.2 Next Steps
Once results from the bulking group sample analysis are received, arrangements for disposal will be made.
Pallets of concrete block present in one of the rooms with wood block flooring will be moved to allow access to the flooring and associated floor coating. All of the wood block flooring will be stockpiled within the Site building and then packaged according to disposal requirements.
Limited, damaged areas of ACM utilized as pipe wrapping will be encapsulated with spray encapsulant; the entire length of pipe wrapping will not be encapsulated, due to its good condition. All of the light ballasts within the Site building will be evaluated for the presence of PCBs, and disposal arrangements will be made as necessary.

EPA and Town of Poughkeepsie officials will continue to monitor the Site to ensure that it remains secure during removal activities.
