2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

EPA, along with EPA's Emergency and Rapid Response Service (ERRS) and Removal Support Team (RST2) contractors, mobilized to the Site on April 4, 2011 to begin the removal of all drums and wood block flooring from the Site building.  PACM and light ballasts which may contain PCBs are being evaluated and removed as necessary.

2.1.2 Response Actions to Date
See Polrep No. 3, dated April 14, 2011, for information pertaining to response actions taken prior to April 15, 2011.

On April 18, 2011, all empty drums and overpacks were moved to the section of the Site building where other non-hazardous materials are located, in order to allow vehicular access into the loading dock as well as stockpiling of wood block flooring from the room north of the loading dock.  All on-site drums of waste materials have been staged in bulking groups within the Site building loading dock awaiting proper transport and disposal.  On April 18, 2011, pallets of concrete block within the Site building were moved to access the wood block flooring beneath the pallets.  On April 19, 2010, removal and stockpiling of all wood block flooring within the Site building was completed, and two large stockpiles are currently awaiting packaging and disposal.  On April 20, 2011, results from the drum bulking group and wood floor block analyses were recieved, and ERRS contractors are currently in the process of obtaining vendor bids for the proper transport and disposal of the Site materials.

On April 19-20, 2011, all light ballasts within the Site building were removed and evaluated for the presence of PCBs.  Most of the light ballasts appear to contain PCBs.  On April 20, ERRS contractors encapsulated the damaged sections of the ACM pipe wrapping (a total of approximately five feet) in the central portion of the Site building.  Due to the good condition of the pipe wrapping, it is not necessary to encapsulate its entire length.

All Site activities were executed in appropriate personal protective equipment (PPE) in accordance with the Site-specific Health and Safety Plan.  Air monitoring for particulates was conducted within each work area and along the Site perimeter in accordance with the Community Air Monitoring Plan.  Weekly air monitoring reports will be posted to the "Documents" section of www.epaosc.org/FormerWesternPublishing as they are completed.

2.2.1.2 Next Steps
Due to the completion of all Site operations with the exception of transport and disposal of the wastes, EPA and RST2 and ERRS contractors will demobilize from the Site on April 21, 2011.  All equipment will be demobilized from the Site.  The Site will be properly secured prior to demobilization.

Arrangements for the proper transport and disposal of all Site waste materials (drums, wood flooring blocks, PCB-containing light ballasts, fluorescent bulbs and household hazardous waste) are currently underway.  ERRS is in the process of obtaining transport and disposal bids for the Site waste materials from certified vendors.  Once the bids are received, EPA and ERRS will evaluate each vendor for compliance with applicable regulations and cost efficiency.  A vendor will be chosen, and proper transport and disposal of all materials will be scheduled, documented and completed in accordance with all applicable requirements.  Transport of all Site waste materials is tentatively scheduled for May 2011.

2.2.2 Issues

EPA and Town of Poughkeepsie officials will continue to monitor the Site to ensure that it remains secure during removal activities.

    2.5.1 Safety Officer

On April 4-5, 2011, the Site Health and Safety Plans (for work conducted by EPA and both ERRS and RST2 contractors) were finalized and signed by all site personnel.  No safety challenges or issues were encountered during this reporting period.

On April 19, 2011, a Health and Safety Field Assistance Visit was conducted on-site by EPA's Designated Health and Safety Point of Contact.  No major challenges or issues were identified.
