1.1.2 Site Description
1.1.2.1 Location
The Site is located at 68 East Charlton Road, Spencer, Massachusetts (MA) in a rural residential area. It consists of two parcels of land identified as Blocks 49 and 49A on the Town of Spencer Assessors Map 14. Block 49 is a 1.03 acre parcel developed for residential use and includes a two-story house on a concrete foundation. A right-of-way access road leads to the salvage yard located on the 6.65 acre Block 49A, of which approximately 3.3 acres has been used for auto salvage for approximately 50 years. A portion of the property is flat and not heavily vegetated, with bedrock close to or at the ground surface; the surrounding property is wooded. The Site is bordered to the east by East Charlton Road and residential properties, to the north and south by wooded land and residential properties, and to the west by undeveloped wooded land, wetlands, and a state park.
1.1.2.2 Description of Threat
Lead is the contaminant of most concern. Surface soil sampling conducted in November of 2007 revealed lead concentrations in 34 of the 42 soil samples to be above the MA action level.
The Site is not secured and there are visible signs of trespass. Thus, people and animals could potentially be exposed to the high levels of lead and other contaminants found in the soil.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
The OSC conducted an investigation in November 2007 to sample and assess the extent of contamination. A total of 53 soil and bulk asbestos samples were taken and evaluated for VOCs, SVOCs, PCBs, metals, asbestos in soil and bulk asbestos analyses. The analytical results showed high levels of antimony, barium, cadmium, copper, lead, nickel and zinc. Lead is the contaminant of most concern; 34 of the 42 soil samples taken showed lead concentrations above the MA action level. Three of those 34 samples also showed SVOC concentrations above the action level. The owner (John Loconto) died in December 2007 and the property was held in probate until July 2009 by the Mass Attorney General’s office. Access issues were then resolved and the Action Memo was signed in August 2010.

Since the previous POLREP, the following actions have occurred:
2.1.2 Response Actions to Date
On May 16, 2011, personnel mobilized to the site to continue removal activities. START personnel utilized the XRF to analyze the remaining soil in areas formerly inaccessible due to the disposal pile or snow. The results of the analysis were all below the site action level of 300 ppm lead.
ERRS personnel continued backfill activities, filling in the excavations with clean sand. Backfill activities were completed on May 19.
From May 31 to June 3rd, ERRS personnel spread topsoil and grass seed on the excavated area, and installed and repaired erosion control on the site.
From June 13 to 16, ERRS personnel repaired erosion control and grading, damaged by recent storms. Additional erosion control measures were installed, including a gravel drainage channel at the western corner of the site.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
The Site has no viable PRP. EPA is continuing to search for potential PRPs.
