2.1.2 Response Actions to Date

On May 23, 2011, WESTON identified water flowing in the Control Building flume. As a result AVS conducted a confined space entry, determined that the pig in the 18” line had become dislodged, and tightened/replaced the pig.

- Trihydro contacted Safety Kleen, who then notified the City of Indianapolis about the pig issue.
- 0.71" of rainfall was observed over the weekend.


On May 24, 2011, AVS loaded and hauled out 12 loads (63,650 gallons) of oily water from the northeast area of the site: 5 loads (24,100 gallons) for treatment at Clean Water Limited’s Cherokee Drive facility in Dayton, OH and 7 loads (39,550 gallons) for treatment at United Water’s facility in Cincinnati, OH. 
- 0.72" of rainfall was observed overnight.
- Stephen J. Christensen & Associates (subcontractor for Asphalt Materials) was on site again to shoot elevations on the Asphalt Materials parcel.

- Focus Contracting was on site for Tank 51 sampling:
·         Due to determining that the Tank 51 sludge grab samples collected on 5/20/2011 were not representative enough of the waste stream, Dave McLay (WSP) instructed Focus to return the sample material to Tank 51 without having it analyzed for waste characterization.
·         Focus collected an air sample in Tank 51 with a 1L SUMMA can and submitted it to Pace Analytical in Minneapolis, MN for BTEX analysis.

On May 25, 2011, AVS loaded and hauled out 5 loads (25,000 gallons) of oily water from site: 2 loads (8,500 gallons) from the east containment for treatment at Clean Water Limited’s Cherokee Drive facility in Dayton, OH and 3 loads (16,500 gallons) from the northeast area for treatment at United Water’s facility in Cincinnati, OH. 
- 0.02” of rainfall was observed overnight.

- Trihydro/AVS collected grab samples for waste characterization and submitted them to ASI in Norcross, GA from the following:
·         Frac tanks 7, 8, 9, and 11
·         Rolloff containing wood chips
·         Both API tanks

- WSP and Focus Contracting (WSP subcontractor) submitted health and safety plans for U.S. EPA review.

- Per Trihydro, AVS has completed pressure washing of all northeast area manways except those located below the frac tanks staged north of the Solids Building.

On May 26, 2011, AVS loaded and hauled out 4 loads (22,000 gallons) of oily water from northeast area of the site for treatment at United Water’s facility in Cincinnati, OH. 
- 1” of rain observed overnight and 1” of rain observed throughout the day.

- Trihydro/AVS collected grab samples for waste characterization and submitted them to ASI in Norcross, GA from the following:
·         3 ASTs in the east containment

- WESTON identified water flowing in the City sanitary sewer manway adjacent to the Control Building. As a result AVS conducted a confined space entry, determined that the pig in the 9” line had become dislodged, and tightened/replaced the pig.

·        Trihydro contacted Safety Kleen, who then notified the City of Indianapolis about the pig issue.

 

On May 27, 2011, AVS loaded and hauled out 10 loads (53,600 gallons) of oily water from the northeast area of the site: 2 loads (11,100 gallons) for treatment at Clean Water Limited’s Cherokee Drive facility in Dayton, OH and 8 loads (42,500 gallons) for treatment at United Water’s facility in Cincinnati, OH. 
- 0.05” of rainfall was observed overnight.

- Installment of new stormwater catch basin along 86th Street on the Marathon property adjacent to the site has been completed. Marathon also had the sandbags removed from the perimeter fenceline in this area and installed a 9” high asphalt berm to control overland flow of stormwater.
- WSP and Focus Contracting (WSP subcontractor) submitted health and safety plans for U.S. EPA review.

- Per Trihydro and WSP, no site activities are planned for next week and work will not resume until Monday, 6/6/2011 at the earliest.

US EPA will provide oversight of PRP Group removal activities.

2.2.2 Issues
Groundwater infiltration is suspected in the sanitary sewer system on Site. Trihydro is investigating potential options for mitigating infiltration. 

Standing water has been observed in several locations around the site. Warmer weather can lead to mosquito breeding in standing water. EPA has requested that Trihydro address all standing water on site as soon as possible.
