1.1.2 Site Description

1.1.2.1 Location
The Site is the former Antique Chrome Shop located at 1925 Massachusetts Avenue and 1544 Samoa Street in Indianapolis, Marion County, Indiana.  Site coordinates are latitude 39.7882370 north and longitude 86.1268570 west.  The Site is located in a commercial and residential part of Indianapolis.

1.1.2.2 Description of Threat
The Site was formerly operated as a plating shop.  For a more complete description of the site history refer to POLREP #1. 

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
On June 8, 2011, the U.S. EPA mobilized Emergency and Rapid Response Services (ERRS) and Superfund Technical Assessment and Response Team (START) contractors to the Site in response to a report of uncontrolled wastes liquids that leaked from the building.  For a more complete description of the U.S. EPA emergency response actions, refer to POLREP #1 and #2.


2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative
OSC Simon initiated removal activities on June 22, 2011.  ERRS and START contractor personnel and equipment were mobilized to the site in order to collect samples of drummed wastes and coordinate proper disposal.

2.1.2 Response Actions to Date
During the reporting period, EPA conducted the following removal activities:
  • Collected samples from drums and containers for HAZCAT compatibility analyses.
  • Collected samples from drums and containers for laboratory analysis and disposal characterization.
  • Field-screened waste and debris in a sub-floor pit inside the fire-damaged portion of the building using a portable X-Ray Fluorescence (XRF) elemental analyzer.
  • Collected samples of waste and fibrous debris in the sub-floor pit inside the fire-damaged portion of the building for laboratory analysis.
  • Performed confined-space entry entry into the basement of the building to remove 3 drums that could not safely be removed during the emergency response.
  • Swept up a small quantity of crystalline solids from the southern basement floor and containerized the solids in a drum.
  • Cut up and disassembled all RCRA-empty totes and vats.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
OSC Simon met with the tenant and representatives of Marion County at the Site on June 24, 2011.  The fire-damaged portion of the building was boarded up by Marion County contractors and the tenant was ordered to remove personal items and vacate the buildings on Site.  A copy of the Marion County order to vacate is available for download from the Document List for this Site.

2.2.1.1 Planned Response Activities
The U.S. EPA and contractors will return to the Site to coordinate disposal of drummed wastes staged in two Conex boxes. Furthermore, an Action Memorandum is currently being drafted.

MCPHD has issued demolition orders for the Site buildings based on unsafe building conditions.
