1.1.2 Site Description
5 to 6 Semi Trailers being stored on residential property containing drums of unknown material.  One trailer is currently leaking an unknown material.  Drums labeled "isopropyl alcohol" and potassium ferrocyanide have also been observed. Trailers are in very bad condition along with drums. Several leaks have been observed.

One Semi Trailer is leaking an unknown substance.
Resident is within 150 feet.
Multiple leaking drums.
Strong chemical odor.
Isopropyl Alcohol.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
5-6 Semi Trailers containing several hundred drums of unknown substances, several drums are bulging, one trailer is leaking. One trailer was moved off-site that was found to contain Pottassium FerroCyanide, a reactive substance that when in contact with acid can create cyanide gas. Drums labeled isopropyl alcohol  have been observed along with drums with corrosive hazard placards.

    2.1.1 Narrative
EPA received a report from NC DENR RCRA of a residential property that has five tractor trailers with approximately 200 to 400 drums of unknown material, one semi trailer is leaking.  One tractor trailer had been moved to different residential/farm property located in Tarboro NC that contained five drums of Pottassium FerroCyanide.  Pottassium FerroCyanide when in contact with acid can generate cyanide gas. Drums have been observed labeled isopropyl alcohol and bulging drums have also been observed. Drums are in very poor condition, with several leaking drums observed. Drums labeled isopropyl alcohol and drums with corrosive hazard placards have been observed.

According to the property owner the semi trailers were brought to the property by his father. His father moved the trailers from a warehouse located in NJ to the property located at 266 Romie Lane, Rocky Mount, NC in approximately 1986.  His father passed away and his mother inherited the property, his mother has since given the property to him.  Property owner stated that he did not have the financial resources to properly stabilize and dispose of the drums, he also stated that he has recently filed bankruptcy.
