1.1.2 Site Description
Site is a release of 75% concentrated, food grade phosphoric acid from totes cause by the rollover of the truck that was carrying the totes. The totes broke through the roof of the trailer and rolled down the right of way of the highway ramp from Interstate 40 East to Interstate 440 South. Approximately 2000 gallons released to the environment.
1.1.2.1 Location
Site is located adjacent to the ramp from Interstate 40 Eastbound to Interstate 440 Southbound in North Little Rock, Pulaski County, Arkansas. Medium affected is the ground of the highway right of way.
1.1.2.2 Description of Threat
Threat is an uncontrolled release of food grade acid into the environment next to an interstate highway interchange. Additionally, there was a grass fire associated with the wreck, but on the opposite site of the interstate.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
Approximately 2000 gallons of phosphoric acid released into the soil. North Little Rock Fire Department and YRC (PRP) contractors responded to the site immediately after report of the wreck and release. PRP response contractors stabilized the site, mitigated the damaged totes and began transferring the phosphoric acid that did not release from the totes into new totes. Approximately 120 cubic yards of soil and vegetation was affected.

2.1 Operations Section

2.1.1 Narrative
EPA was contacted by the NRC at approximately 1500 hours about a hazardous materials release due to a wreck on Interstates 40 and 440 in North Little Rock, Arkansas that occurred at approximately 1247 hours on 27 June 2011. EPA OSC and Weston Solutions, the Region 6 START contractor were dispatched to provide technical assistance and air monitoring at the site in support of the fire department and response contractor operations to mitigate the release.
START arrived on-scene at approximately 1910 hours on 27 June 2011. Twelve 300 gallon totes were in a ditch adjacent to the the interstate ramp. North Little Rock Fire Department Chief was IC and was providing decon and rescue support for B&P, the YRC response contractor. One Yellow Truck tractor and trailer had overturned on the ramp, releasing the totes through the roof and into the ditch. A grass fire was also associated with the wreck but was not at the site of the release.
START coordinated with the fire department and PRP contractors to provide air monitoring for phosphoric acid esters and general health and safety air monitoring. No hazardous constituents were detected in the air.
PRP response contractors began transferring the acid from the damaged totes into new totes after the truck and trailer were removed by a wrecker. Approximately 1000-1500 gallons were left in the damaged totes. ADEQ Emergency Response representatives had been at the scene earlier and had coordinated the operational plan and strategy with the involved parties. EPA OSC Adams coordinated with ADEQ and the on-scene fire department in support of the on-going response efforts. The highway ramp was reopened at approximately 2018 hours on 27 June 2011.
On 28 June 2011 PRP response contractors began removing contaminated soil and vegetation from the release site. It is estimated that approximately 120 cubic yards of soil and vegetation would be removed. No water was in the ditch and no water was affected by the release.
