1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
5 to 6 Semi Trailers being stored on residential property containing
drums of unknown material. One trailer is currently leaking an unknown
material. Drums labeled "isopropyl alcohol" and potassium ferrocyanide
have also been observed. Trailers are in very bad condition along with
drums. Several leaks have been observed.. Drum identified containing Propionic Anhydride, a combustible, corrosive liquid which is hazardous if vapors are inhaled or is absorbed through skin.

2.1.1 Narrative
EPA received a report from NC DENR RCRA of a residential property that
has five tractor trailers with approximately 200 to 400 drums of unknown
material, one semi trailer is leaking. One tractor trailer had been
moved to different residential/farm property located in Tarboro NC that
contained five drums of Pottassium FerroCyanide. Pottassium
FerroCyanide when in contact with acid can generate cyanide gas. Drums
have been observed labeled isopropyl alcohol and bulging drums have also
been observed. Drums are in very poor condition, with several leaking
drums observed. Drums labeled isopropyl alcohol and drums with corrosive
hazard placards have been observed.
According to the property owner the semi trailers were brought to the
property by his father. His father moved the trailers from a warehouse
located in NJ to the property located at 266 Romie Lane, Rocky Mount, NC
in approximately 1986. His father passed away and his mother inherited
the property, his mother has since given the property to him. Property
owner stated that he did not have the financial resources to properly
stabilize and dispose of the drums, he also stated that he has recently
filed bankruptcy.
On 6/28/2011 EPA, START and ERRS initiated response activities. Part of the floor of one of the trailers failed causing the release of a yellow/white substance. ERRS contained the spill using small portable swimming pools. The substance had a pH of 11, was not flammable and was not volatile. Later a white haze was noticed issuing from the area affected by the spill. ERRS entered in level B PPE to sample the area. Cyanide Drager results were negative, pH test was neutral, FID peaked at 13 ppm. ERRS emptied the pools into a poly overpack by manually bailing the material. Since the trailer proved immovable due to the poor condition the sides were removed in order to access the drums. The trailer contains approximately 80 metal drums and 20 fiber board containers. After removing the sides START screened the exposed drums with a TVA-1000 PID/FID and observed a peak of FID: 10 ppm near the floor of the trailer. It appeared that some drums had leaked their contents and were empty. Many drums were badly rusted and were corroded so severely that plastic liners were visible through the sides. ERRS began removing drums from the trailer and visually inspecting them. One drum was labeled Propionic Anhydride, which is a corrosive, combustible liquid and is very hazardous. Propionic anhydride can cause burns to the respiratory tract, skin, eyes and gastrointestinal tract. It reacts with water to form a corrosive acid and is incompatible with oxidizers, reducing agents, acids, bases, alcohols and amines. ERRS overpacked the drum in a poly overpack drum and segregated it from other material. ERRS also overpacked several other drums which were leaking caustic substances.
