2.1.2 Response Actions to Date
On July 25, 2011, Midwest hauled off 4 loads (22,000 gal) of oily water from the API separator pit to United Waste Water Inc.’s facility in Cincinnati, OH.
- Midwest continued deconning Tank 6 with the 3d nozzle.
- Midwest continued sludge removal from the API tanks. The sludge was moved to a vac box.
- Midwest has completed profiling wastes and is waiting on approvals from the disposal facilities.
- Midwest staged spill kits and air horns in work areas
On July 26, 2011, Midwest hauled off 4 loads (21,500 gal) of oily water from the access pit, 1 load (6,000 gal) of oily water from the oil unloading sump, and 1 load (6,000 gal) of oily water from the Tank 14 to United Waste Water Inc.’s facility in Cincinnati, OH.
- Midwest cleaned up the degraded “sand bag” berm south of the east containment.
- Midwest continued sludge removal from the API tanks. The sludge was moved to a vac box.
- START mobilized a MultiRae 5-gas air monitor (VOC, CO, H2S, LEL, O2.)
- EPA receives work plan from Trihydro with revisions
On July 27, 2011, Midwest hauled off 2 loads (12,000 gal) of oily water from Tanks 12, 15, 46, and 45 and 1 load (6,000 gal) of oily water from the access pit to United Waste Water Inc.’s facility in Cincinnati, OH.
- Midwest mobilized rocks to line the ditch where they hope to be discharging treated water to Oily Creek.
- Midwest started sludge removal from the south API tank. The sludge was moved to vac boxes or the solidification pit.
- Midwest entered the Ox Pit room for air monitoring and reconnaissance. All air monitoring was non-detect except CO at 2ppm. The grates over the pits were in poor condition, so fall protection will need to be established before sampling. The entry was done in Level B PPE, and the room was treated as a confined space.
- TriHydro requested visual inspection of Tank 6 and the north API tank. Based on visual inspection and photos, all sludge and product was successfully removed from both Tank 6 and the north API tank. Air monitoring was non-detect on both.
On July 28, 2011, Midwest hauled off 4 loads (22,264 gal) of oily water from Tanks 45 and 46 to United Waste Water Inc.’s facility in Cincinnati, OH.
- Midwest lined a portion of the ditch leading to Oily Creek with rocks.
- Midwest mobilized two additional 3,500 gal vac boxes for temporary sludge storage. There are a total of six vac boxes on site. They are properly labeled and will be hauled directly to the treatment facility when full.
- Midwest continued sludge removal from the south API tank. The sludge was moved to vac boxes.
- TriHydro collected 5 tedlar bag air samples (EastAir20110728, WestAir20110728, NorthAir20110728, SouthAir20110728, and BTAir20110728) at the locations where EPA previously staged AreaRaes and at the large opening on the east million gallon bunker tank. Winds were out of the west during the sampling.
- TriHydro and START conducted air monitoring around the perimeter of the bunker tanks and at the air sampling locations. At sample location WestAir20110728, H2S was 1 ppm while VOCs were at 5.3 ppm. CO was detected at 1 pmm on the north edge of the bunker tanks, and VOCs were detected at 5.8 ppm on the south edge of the bunker tanks.
- Pike Township Fire Marshall Steve Jones visited the Site.
On July 29, 2011, Midwest hauled off 2 loads (10,954 gal) of oily water from the access pit and 3 loads (17,438 ) from Tanks 42, 45, 46, and the vac boxes to United Waste Water Inc.’s facility in Cincinnati, OH.
- Midwest continued sludge removal from the south API tank. The sludge was moved to vac boxes.
- Midwest started removing sludge from the DAF tanks. The sludge was moved to vac boxes.

US EPA will provide oversight of PRP Group removal activities.
Use decontaminated Tank 6 for storm water storage.
2.2.2 Issues
Starting in Mid-July, the weather became very hot and humid, and special care was taken to make sure that people working outside are well hydrated and taking adequate breaks.
Groundwater infiltration is suspected in the sanitary sewer system on Site. Trihydro is investigating potential options for mitigating infiltration.
Standing water has been observed in several locations around the site. Warmer weather can lead to mosquito breeding in standing water. EPA has requested that Trihydro address all standing water on site as soon as possible.
Ongoing management of wildlife at the site due to nearby ecosystems.
In previous POLREPs an incorrect name was used when referring to the oily water disposal facility. The correct name should be United Waste Water, Inc. not United Water.
