1.1.2 Site Description
The Forster Site is located at 516 Depot Street in Wilton, ME. It is a former mill property that is currently being demolished. The property is 12.1 acres in size and has several large buildings covering the majority of the property. An asphalt parking area is located at the southern end. The buildings and a temporary contractor chain-link-fence currently restrict access to the property. However, the fence is damaged at one end and is open at the other end, so that trespassers can easily enter the property. Vehicle access can be gained off Depot Street (Route 156) through a truck gate.

1.1.2.2 Description of Threat
The mill buildings contain asbestos containing materials (ACMs) in the form of steam pipe wrap. ACMs are present oustide the building around pipe and lying loose on the asphalt on the parking area at the eastern end of the property.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
On Friday August 19, 2011, START conducted ambient air sampling and collected samples of the ACMs on the asphalt. Six ambient air samples were collected using personnel air sampling pumps and particulate filters. These sampling devices were then attached to the chain link fence on the northern and eastern sides of the property near the closest residences. The results indicated that asbestos was not-detected (i.e., >5 fibers/100).
The AMC sampling results indicate that the pipe wrap in the parking area contains 60% chrysotile, 5% amosite, and 15% crocidolite.

2. Current Activities

2.1 Operations Section

2.1.1 Narrative
On Friday August 19, 2011, OSC Alex Sherrin and EPA's START contractor deployed to the Forster Mill. Once they arrived on scene at approximately 1900 hrs, they:
· Obtained verbal access from the property owner
· Initiated perimeter air sampling at 6 locations using SKC pumps
· Collected 3 bulk samples of suspected asbestos material from outside the building but within the fence
On Saturday August 20, 2011, the following tasks occurred:
· Air sampling concluded at approximately 0100 hrs
· The samples were delivered by START to Proscience Analytical Services, Inc. Woburn, MA for analysis.
· Analytical results did not detect ACM in the air samples
· All three bulk samples contained asbestos (crysotile, amoiste, and crocidolite)
· Two of the three bulk samples detected chrysotile greater that 50%
· The estimate of friable ACM in the yard area outside the building is < 1 cyd
· EPA met with the MEDEP representative John Bucci on-site.
· EPA discussed the broken fencing with the property owner who arranged to have his employee visit the site today to repair it
EPA provided the results of the sampling to the property owner and request that the asbestos (or suspected asbestos) outside the building be collected by a certified asbestos contractor by Friday August 27th. The property owner will also be request to coordinate with the Maine DEP to expeditiously hire a contractor to complete the asbestos abatement from inside the building.
MEDEP took over management of the Site.

2.2.1 Anticipated Activities
The MEDEP representative John Bucci will visit the site on Monday August 22, 2011, and report if the property owner was successful in repairing the he fence.
The RP is in the process of hiring an asbestos abatement contractor to cleanup the mill. He will meet with the contractor on Tuesday afternoon and report to the OSC and to the MEDEP on their clean up plans and schedule. The OSC requested that the asbestos (loose bulk ACM and wrapped pipes) on the asphalt be cleaned up by Friday August 26th.

On August 22, 2011, the OSC spoke with Paul Montague Code Enforcement Officer from the Town of Wilton and informed him of the sampling results and EPA's request that the PRP cleanup the asbestos outside of the building by Friday August 26th. Mr. Montague will forward this information to the The Town Manager Rhonda Irish and to the Town's Health Officer.
