Army Garrison Fort Belvoir is a federal facility with an airport.

1.1.2.2 Description of Threat
Direct release of oil/waste oil in the estimated amount of 500 gallons to an open storm water ditch line which drains to the Accotink Creek which is a tributary to the Potomac River a navigable water body.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
Facility personnel notified the NRC of subject spill as a 10 gallon release on May 17, 2011. On May 17, 2011 the Virginia Department of Environmental Quality (DEQ) requested FOSC assistance regarding the cleanup of this release. The FOSC arrived on site on May 18, 2011 at approximately 0900hrs. Fort Belvoir Fire Department personnel had placed sorbent pads and sausage boom in Accotink Creek and the ditch line and had constructed an underflow dam in an effort to mitigate further release to the Accotink Creek and the Potomac River. Unfortunately according to fire personnel and DEQ personnel, heavy rains during the evening of May 17 had washed out the underflow dam causing the majority of the oil to be released to the Accotink Creek. The FOSC observed minimal quantities of the oil in the ditch line (approx 100 gallons) and requested that facility personnel hire a responsible Oil Spill Response Organization (OSRO) to remove remainder of oil in the ditch line and Accotink Creek and prevent further potential impact to the Potomac River. Facility personnel initially protested but relented. The OSRO responded late in the afternoon of May 19 and proceeded to mop up oil.

The FOSC continued to monitor OSRO activities on May 19 and May 20, 2011. The USCG Sector Baltimore Pollution Investigator (PI) personnel arrived afternoon of May 18 to assess impact to Potomac River. The Potomac River is considered to be the Sector's Area of Responsibility (AOR) according to Memorandum of Understanding (MOU) between EPA and USCG. The Sector Baltimore PI personnel demobed after their investigation was complete.

Legal Notice to Suspected Discharger issued to suspected discharger, Patrick Mclaughlin, Chief Environment and Natural Resource Division, Directorate of Public Works by FOSC on May 23, 2011. Notice requires that Directorate perform immediate source control and other measures to remove oil/waste oil from the ditch line and Accotink Creek among other requirements.
