2.1.2 Response Actions to Date
On August 22, 2011, Midwest hauled off 5 loads (30,000 gal) of oily water from the control structure to United Waste Water Inc.'s facility in Cincinnati, OH and 2 loads (9,800 gal) of oily water from the control structure to Clean Water Limited's Cherokee Drive Facility in Dayton, OH.
- 0.25” of rain fell over the weekend. TriHydro reported that the rain did not overtop the storm sewers or escape the Site.
- Midwest continued powerwashing the interior of Tanks 12 and 13. The sludge was moved to vac boxes and the solidification pits.
- Midwest continued solidifying material in the solidification pits with wood pulp.
On August 23, 2011, Midwest hauled off 3 loads (18,000 gal) of oily water from the control structure to United Waste Water Inc.'s facility in Cincinnati, OH and 2 loads (9,200 gal) of oily water from the control structure to Clean Water Limited's Cherokee Drive Facility in Dayton, OH.
- Midwest hauled off (6) 20 yd3 roll off boxes of solidified sludge to Southside Landfill in Indianapolis, IN. One of the boxes contained sludge previously solidified with fly ash.
- Midwest continued solidifying material in the solidification pits with wood pulp.
- Midwest completed final cleaning of Tanks 12, 13, 14, and 15.
- Midwest started removing sludge from Tanks 41 and 42 in the East Containment.
- TriHydro requested visual inspection of Tanks 12, 13, 14, and 15. There was no visible free product on the floor or walls of any of the tanks. The condition was documented with two photos of each tank
On August 24, 2011, Midwest hauled off 4 loads (24,000 gal) of oily water from the control structure to United Waste Water Inc.'s facility in Cincinnati, OH.
- 0.15” of rain fell at the Site. The storm water did not pool above manholes or escape the Site
- Midwest hauled off (11) 20 yd3 roll off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
- Midwest continued solidifying sludge in the solidification pits with wood pulp.
- Midwest continued removing sludge from Tanks 41 and 42 in the East Containment and begun removing sludge from Tanks 45 and 46.
- TriHydro changed out a carbon filter on the GAC unit.
- TriHydro started discharging treated water to Oily Creek at a rate of 50 gpm. 4,670 gallons were discharged.
- TriHydro collected a post treatment water sample.
On August 25, 2011, Midwest hauled off 3 loads (18,000 gal) of oily water from the control structure and primary separator pit to United Waste Water Inc.'s facility in Cincinnati, OH.
- 0.25” of rain fell at the Site. The storm water pooled above a manhole in the southwest area in the morning, but subsided. There was no pooling above manholes in the northeast area..
- Midwest hauled off (3) 20 yd3 roll off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
- Midwest continued solidifying material in the solidification pits with wood pulp.
- Midwest continued removing sludge and power washing the interiors of Tanks 41, 42, 43, and 44 in the East Containment.
- TriHydro continued discharging treated water to Oily Creek at a rate of 50 gpm. 17,065 gallons were discharged
On August 26, 2011, Midwest hauled off 1 load (6,000 gal) of oily water from the control structure to United Waste Water Inc.'s facility in Cincinnati, OH.
- Midwest hauled off (5) 20 yd3 roll off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
- Midwest hauled off one semi trailer load of partially full drums and totes to EEI in Cincinnati, OH.
- Midwest continued solidifying material in the solidification pits with wood pulp.
- Midwest continued removing sludge and cleaning the interior of Tank 45.
- Midwest completed final cleaning of Tanks 41, 42, and 46 in the East Containment.
- TriHydro requested visual inspection of Tanks 41, 42, and 46. There was no visible product in any of the tanks. The condition was documented with two photos of each tank.
- EPA OSC Verneta Simon visited the Site for a site walk

The wood pulp solidification material is a reclaimed/recycled product. As of 8/26/11, approximately 500,000 pounds had been used to solidify waste sludge.

US EPA will provide oversight of PRP Group removal activities.
Use decontaminated Tank 6 for treated storm water storage.
2.2.2 Issues
Starting in Mid-July, the weather became very hot and humid, and special care was taken to make sure that people working outside are well hydrated and taking adequate breaks.
Groundwater infiltration is suspected in the sanitary sewer system on Site. TriHydro is investigating potential options for mitigating infiltration.
Standing water has been observed in several locations around the site. Warmer weather can lead to mosquito breeding in standing water. EPA has requested that Trihydro address all standing water on site as soon as possible.
Ongoing management of wildlife at the site due to nearby ecosystems.
In previous POLREPs an incorrect name was used when referring to the oily water disposal facility. The correct name should be United Waste Water, Inc. not United Water.
"Control structure" refers to the pit or sump attached to and immediately south of the million gallon bunker tanks. It has been referred to as "access pit" and "access pit/control structure" in the past.
