1.1.2 Site Description
The Site is located at 227 Territorial Road, Benton Harbor, Berrien County, MI. There is a single one-story building on site that was originally constructed in 1917, but has been added on to over the years. The main floor of the building is divided into a former manufacturing and processing area, offices, shipping and receiving areas, and storage areas. A subroom was used as a former machine and boiler room, and the basement is divided into multiple processing and storage rooms and contains two storage tanks measuring approximately 6 by 20 feet. The building occupies approximately 12,000 sqft (not including basement).
The Site is bordered on the south by Territorial Road and commercial properties, on the north by an alley and a vacant parcel, on the west by 5th Street and commercial properties, and on the east by commercial properties and a vacant parcel. Ox Creek is located approximately 0.15 mile north and east of the Site and flows into the Paw Paw River about 0.75 mile west of the Site. The Paw Paw River empties into Lake Michigan at Benton Harbor approximately 1.5 miles west of the Site.
1.1.2.1 Location
The Site is located at 227 Territorial Rd, Benton Harbor, Berrien County, MI, in a mixed commercial and industrial area. The Site occupies about 0.25 acre in the central business district of Benton Harbor. The Site coordinates are 42° 07' 3.77" North latitude 86° 27' 10.61" West longitude.
1.1.2.2 Description of Threat
Currently there are numerous partially filled drums, containers, and storage tanks on site that contain unknown material. Approximately 9 drums, 7 containers (5gal or less), and 1 mercury containing thermostat were identified on the first floor. 2 drums and 2 large storage tanks were identified in the basement.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
On November 24, 2010, U.S. EPA OSC Anita L. Boseman and START mobilized to the Site. After a brief safety meeting and equipment set-up, U.S. EPA, START, U.S EPA Civil Investigator, Clark's Environmental Services and the current building owners walked through the Site to perform air monitoring with a MultiRAE multi-gas air monitor and inventory of on-site drums and small containers. During the Site reconnaissance, WESTON START collected written and photographic documentation of current Site conditions and noted potential environmental threats.

2.1.1 Narrative
On August 15, 2011 the U.S. EPA, START and ERRS mobilized to the Site to assess conditions at the Site, inventory any waste that remained at the Site since the 2010 assessment, and identify solid and liquid waste samples to be collected and analyzed in preparation for removal and disposal. Conditions appeared similar to those seen in the 2010 report. Approximately 11 drums (30-55gal), 7 containers (5gal or less), 1 mercury containing thermostat, and 2 large storage tanks were identified on site. In addition, the integrity of the building structure continues to degrade with several areas of the building with roof collapse and cracks in the exterior walls.
On August 16, 2011 the U.S EPA, START, and ERRS returned to the Site to collect samples. A total of 11 liquid samples were collected from drums and storage tanks and 2 solid samples were collected from drums present at the Site. The samples were submitted to the laboratory for analysis the same day, hand delivered on ice.
