1.1.1 Incident Category
Emergency Response to a cyanide spill in Shantee Creek.

1.1.2 Site Description
The site is situated in northeast Toledo, Lucas County, Ohio and involves Shantee Creek. At the time of the initial response, the visually impacted portion of the creek spanned from approximately the intersection of West Laskey Road and Lewis Avenue, to a point east of North Detroit Avenue. Shantee Creek is a shallow drainage creek, approximately 15 feet in width, and 2 feet in depth.  The North Maumee Bay of Lake Erie is located approximately 6.25 river miles east of the impacted portion of Shantee Creek.

1.1.2.2 Description of Threat
On August 15, 2011, a spill was reported in Shantee Creek to the City of Toledo by a resident/business owner who reported a orange discoloration of the water and dead fish within the creek.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
The City of Toledo-Division of Environmental Services (TDES) collected a water sample 500 feet east of the intersection of Laskey Road/Lewis Avenue that showed 6.5mg/L cyanide. Another sample collected at North Detroit Avenue contained 1.5mg/L cyanide. TDES also found elevated levels of zinc in the water samples.


2. Current Activities

    2.1.1 Narrative

2.1.2 Response Actions to Date
On August 22, 2011, U.S. EPA (EPA), START, and representatives from TDES arrived at P and J Industries to discuss bids for confined space entries to determine if P and J Industries was responsible for the cyanide releases into Shantee Creek.

On August 24, 2011, Ohio EPA (OEPA) collected one water sample and three sediment samples from drains located along Laskey Road.  The cyanide result for the water sample was 0.0184 mg/kg, while the cyanide results for the three sediment samples ranged from 1.63 to 3.28 mg/kg.

On August 30, 2011, EPA conducted several confined space entries (CSE) into the storm drains located at P and J Industries.  The results of the CSE investigation included no direct link from P and J Industries to the cyanide release into Shantee Creek.  However, a large quantity of hazardous wastes were present and are being removed by P and J Industries under EPA oversight.  EPA and OEPA personnel continued the storm sewer investigation along Laskey Road to determine the PRP.

On August 31, 2011, OEPA collected one water and one sediment sample from a drain located at Al's Polishing and Plating, one sediment sample from a drain located along Laskey Road near Lloyd's Car Care, four sediment samples from drains located along Laskey Road, and one water sample from a drain located along Laskey Road.  The cyanide result for the water samples ranged from non-detect to 0.580 mg/kg.  The cyanide results for the sediment samples ranged from non-detect to 59.0 mg/kg (the drain located in the rear of Al's Polishing and Plating).

On September 16, 2011, EPA and a representative of TDES arrived at Al's Polishing and Plating to discuss the analytical results seen from the sediment located in the drain located at the rear of the business' property, as well as the options available to Al's Polishing and Plating for removing the contaminated sediments located in the drainage pipes located on company's property.  After discussing the removal options, the owner of Al's Polishing and Plating elected to hire a contractor to clean-out the sediment in the pipes located on its property.  The contractors arrived on-site and placed a temporarily cap on the pipe flowing to the drain located along Laskey Road.

On September 19, 2011, EPA and TDES arrived on-site to oversee the sediment removal and strom sewer clean-out from the storm pipe that extends from the trailer located at the rear of Al's Polishing and Plating property to the drain located approximately 47 feet east of the trailer drain.  The PRPs contractors also cleaned out the drain pipe that extends from the drain located east of the trailer drain to the drain located located along Laskey Road on the edge of company's property line.  This cleaning resulted in the accumulation of approximately 616 gallons of water that was placed into an on-site tank.

Continue to work with TDES to investigate the cause of the release from the PRP and collect additional sediment samples from Shantee Creek in order to determine if any removal action is necessary in Shantee Creek.

  • Conduct additional sampling to identify long-term impact to Shantee Creek.
2.2.2 Issues
EPA and TDES will work with the PRP to determine if subsurface contamination was the cause of the release.  If there are continued releases of cyanide to Shantee Creek, the property at the PRP wild need extensive evaluation to determine the cause of on-going releases.
