2.1.2 Response Actions to Date

  • On August 22, 2011, US EPA mobilized ERRS and START contractors to the site to begin asbestos and other universal hazardous waste removal activities.

  • Site ingress/egress controls have been established to eliminate vehicular traffic into the EPA work zone.  Alternative site access has been established for small businesses who utilize the variety of out buildings located on the facility property.
  • Mobile field office and asbestos decontamination trailers have been established on-site.
  • Arrangements have been made with the Fort Branch Water Department to provide a high water volume supply of fire water for ACM debris pile wetting purposes. 
  • Asbestos pipe-wrap and ACM containing pipe-joint/elbow removal activities were initiated on 8/29/2011.
  • A tracked excavator with thumb attachment is used to both separate scrap steel and load ACM impacted debris, as necessary.
  • Gasoline powered pumps were used to remove standing water from the building cellar basement.  After two weeks of continuous pumping, ERRS and START personnel for the first time entered the basement on September 29, 2011.  An estimated additional 7500 linear feet of asbestos pipe-wrap along with 200 fluorescent light bulbs will require removal. 
  • An all-wheel-drive man-lift is used to remove ACM “transite” panels affixed to the building exterior.
  • Air monitoring using Data Rams (2) and low volume asbestos sampling pumps (8) have been used for perimeter and personnel protective monitoring. 
  • Due to the extensive amount of ACM pipe-wrap present inside the former meat packing plant, the OSC increased the ERRS crew size to 8 technicians on September 12, 2011.  Two teams are conducting ACM pipe-wrap removal via the glove-bag technique.  A third team is removing fluorescent light fixtures and separating the mercury containing 4-foot tubes along with the PCB ballast’s for segregation purposes.

USEPA will pursue enforcement actions for cost recovery purposes.

  2.2 Planning Section
   

2.2.1 Anticipated Activities

1) Site Security – Existing fence and gate repair occurred during mobilization and will be utilized in order to ensure the Site is secured.  Ingress/Egress control is now maintained by U.S. EPA in the active asbestos removal areas.  Site traffic barriers have been established in order to control the access of local business members who lease outbuildings located on the former meat packing facility property.

2) Identification of Hazardous Materials – Locate and remove the necessary ACM, mercury containing electrical items and PCB containing light ballast.

 

3) Sort/Separate Scrap Steel and General Building Debris Covering ACM – ACM impacted debris piles will be wetted with water from on-site fire hydrant water supply during heavy equipment loading operations.  Reclaimed scrap steel will be adequately cleaned prior to loading for off-site steel recycling.

 

4) Removal of Hazardous Materials – ACM and ACM impacted debris, mercury and/or PCB containing electrical items will be containerized prior to transport to the appropriate TSDF. 



2.2.1.1 Planned Response Activities

Continue removal of ACM pipe-wrap, transite and ACM impacted debris along with removal of universal wastes materials such as mercury switches and fluorescent light bulbs.  PCB impacted ballasts will be delivered to a TSCA permitted landfill located in Wayne, MI.
