1.1.1 Incident Category
Emergency Response
1.1.2 Site Description
The spill occurred onto an asphalt driveway and flowed beyond a site fence and down an earthen hill towards a ditch that empties into Burnt Fork Creek.
1.1.2.1 Location
The site is located in the rear of the Hormel Foods Atlanta plant. The address is 3367 Montreal Industrial Way, Tucker, GA 30084.
1.1.2.2 Description of Threat
Approximately 1000 gallons of waste animal fats mixed with waste water were released to the environment due to a high level alarm failure and subsequent over filling of a 24,000 gallon tank. The flow path was laterally across asphalt, and down a earthen hill towards a ditch. The ditch empties into Burnt Fork Creek, which ultimately flows into the Chatahoochee River.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
Approximately 1000 gallons of waste animal fats (grease) and waste water spilled from a 24000 tank and flowed towards a ditch. No secondary containment was present. Weather conditions were poor with intermittent rain causing constant water flow in the ditch and facilitating the flow of the animal fats towards the ditch. Facility personnel responded by booming flow points and stopping the flow prior to it reaching the ditch. Dekalb County Fire were the first responders on scene.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative
OSC Ball arrived on scene and met with Chief Anderson of Dekalb Fire as well as Doug Shockley, the Hormel Plant Engineer concerning the current situation. Flow had been stopped by the application of booms and the overflow of the tank had ceased due to discontinuing filling the tank. Environmental Contractor HEPACO was hired and enroute to conduct clean-up operations.

After confirming that the scene was stabilized and HEPACO arrived on scene, Dekalb Fire demobed and the OSC began conducting an SPCC inspection. Following the inspection, HEPACO had removed all bulk product from the ground using a vac truck and were in the polishing stage of the response. The OSC determined the response was adequate and demobed.
