2.1.2 Response Actions to Date
On October 10, 2011, Midwest hauled off 3 loads (17,900 gal) of oily water from frac tank 11 and the oxidation pit to United Waste Water Inc.’s facility in Cincinnati, OH .
- Midwest hauled off (19) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
- Midwest hauled off (1) 25 cyd vac box of unsolidified sludge to Southside Landfill in Indianapolis, IN.
- Midwest had (7) 50,000 pound loads of wood pulp solidification agent delivered.
- Midwest solidified sludge with wood pulp solidification media and placed the solidified sludge into 20 cyd roll-off boxes.
- Midwest continued cleaning the primary separator.
- Midwest continued cleaning tanks in the solids building.
- TriHydro sent its GAC unit out for repair due to continued lower than anticipated output flow rate.
- TriHydro had Mark Settlemyre of CMID on site for a site walk. CMID is the third potential storm water management subcontractor.
On October 11, 2011, Midwest hauled off 2 loads (11,200 gal) of oily water from frac tank 11 and the oxidation pit to United Waste Water Inc.’s facility in Cincinnati, OH.
- Midwest hauled off (17) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
- Midwest had (8) 50,000 pound loads of wood pulp solidification agent delivered.
- Midwest solidified sludge with wood pulp solidification media and placed the solidified sludge into 20 cyd roll-off boxes.
- Midwest continued cleaning the primary separator.
- Midwest continued cleaning tanks in the solids building.
- TriHydro had its GAC unit returned last night and started using it again to treat stored storm water.
- TriHydro treated stored storm water with the GAC system.
- TriHydro discharged approximately 3,350 gal of twice treated stormwater to Oil Creek.
On October 12, 2011, Midwest hauled off 3 loads (15,128 gal) of oily water from the oxidation pit to United Waste Water Inc.’s facility in Cincinnati, OH.
- Midwest hauled off (4) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
- Midwest hauled off (1) 25 cyd vac box of unsolidified sludge to Southside Landfill in Indianapolis, IN.
- Midwest had (5) 50,000 pound loads of wood pulp solidification agent delivered.
- Midwest solidified sludge with wood pulp solidification media and placed the solidified sludge into 20 cyd roll-off boxes.
- Midwest continued cleaning the primary separator.
- Midwest continued cleaning tanks inside the solids building.
- TriHydro treated storm water with the GAC system.
- TriHydro discharged approximately 24,000 gal of twice treated storm water to Oil Creek.
On October 13, 2011, 0.55” of rain fell overnight and during the day. Water pooled above the manholes in the southwest and northeast areas, but no stormwater escaped the Site.
- No waste left the Site.
- Midwest continued cleaning the primary separator.
- Midwest continued cleaning tanks in the solids building.
- Midwest moved their sludge pump from the west million gallon bunker tank to the east million gallon bunker tank and started using it to move sludge to the solidification pits.
- Midwest started cleaning the truck wash bay in Building #1.
- TriHydro had personnel from Rain-for-Rent on site to discuss other GAC system options.
- TriHydro treated storm water with the GAC system.
- TriHydro discharged approximately 24,280 gal of twice treated stormwater to Oil Creek.
On October 14, 2011, Midwest hauled off (15) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
- 0.3” of rain fell overnight. Water pooled above the manholes in the southwest and northeast areas, but no stormwater escaped the Site.
- Midwest decontaminated and demobilized two rented vac boxes.
- Midwest solidified sludge with wood pulp solidification media and placed the solidified sludge into 20 cyd roll-off boxes.
- Midwest continued cleaning the primary separator.
- Midwest continued cleaning tanks in the solids building.
- Midwest pumped sludge from the east million gallon bunker tank to the solidification pits.
- Midwest continued cleaning the truck wash bay and unloading area in Building 1.
- TriHydro treated stormwater with the GAC system.
- TriHydro discharged approximately 21,200 gal of twice treated stormwater to Oil Creek.
- According to the PRP Group Project Coordinator, Steve Fleming, a verbal cost-sharing agreement for addressing
Tank 51 cleanup was made with WSP and Chartis Insurance.
The wood pulp solidification material is a reclaimed/recycled product. As of October 14, 2011, approximately 4,550,000 pounds had been used to solidify waste sludge.

US EPA will provide oversight of PRP Group removal activities.
2.2.2 Issues
Groundwater infiltration is suspected in the sanitary sewer system on Site. TriHydro is investigating potential options for mitigating infiltration.
Standing water has been observed in several locations around the site. EPA has requested that Trihydro address all standing water on site as soon as possible.
Ongoing management of wildlife at the site due to nearby ecosystems.
In previous POLREPs an incorrect name was used when referring to the oily water disposal facility. The correct name should be United Waste Water, Inc. not United Water.
"Control structure" refers to the pit or sump attached to and immediately south of the million gallon bunker tanks. It has been referred to as "access pit" and "access pit/control structure" in the past.
There has been no work to remove sludge in Tank 51 and the Tank 51 containment still has standing water. According to Amy Hui, WSP, the SDA for the water inside the Tank 51 containment expired on September 12, 2011.
Sludge viscosity could hamper work progress on the bunkered tanks as the temperature drops going into fall and winter.
There may be a need to remove portions of the concrete roof on the bunkered tanks to access the sludge within.
