Stafford Act Response - FEMA has issued a Mission Assignment upon request from PADEP, through PEMA for EPA to collect and dispose of orphaned container debris from Tropical Storm Lee.

This site has various locations along the Susquehanna River in Luzerne, Schuylkill, and Wyoming Counties

1.1.2.2 Description of Threat

Threat of release of oil and chemicals in containers to the River and the environment.  Threat of explosion from unstable propane cylinders.  Threata of exposure from the public to oil and chemicals.

10/27/2011

  • ERRS performs collection of staged containers and waste at Water Treatment Plant, Pine Grove. Staged containers were packed and relocated to Plains Township (Luzerne County) staging location for identification and final staging for disposal.
Luzerne County:
10/26/2011
  • Three 55-gallon drums of household-hazardous-waste collected from Nescapeck Borough. Two drums oil-based paint, third drum water/latex-based paint. Six gallons of gasoline collected.
  • Collection from additional farm included 8 gallons of gasoline (various sized containers), two home-heating oil tanks, two 55-gallon drums.

  • EPA meets with PADEP to coordinate cleanup efforts and additional cleanup locations.
  • River recon arranged and scheduled for 10/28. 

10/28/2011

  • EPA performs river recon with PADEP. Drums, propane tank and home-heating-oil tank coordinate locations recorded. Recon performed on four islands on the Susquehanna River: Culver Island, Monocanock Island, Wintermoot Island and Scovell Island.
  • ERRS continues collection and recovery of orphaned containers on farm property, adjacent to river.

  • ERRS continues collection and recovery on farm property adjacent to river.
  • PADEP, EPA and START observe collection points in West Nanticoke and Shick Shinny, address sites for collection needs.
  • Bulking and inventorying of staging areas continued.
  • PADEP onsite, discusses action plan and access for continued response. PADEP contacts representatives for Wilkes Barre, Kingston and Forty Fort for access to boat ramp, levee on riverside for recovery and staging for the Command Post and containment of recover/collected containers.

  • Recovery and collection continued on flood effected farmland/coal mine property.
  • Bulking and inventorying continued at Staging Area adjacent to Command Post.
  • Coordinating perform for next staging site, equipment, and access. 11/02/2011

  • Disposal arranged for Frac-tanks, coordinated with city water treatment.
  • River operations Command Post site in coordinated at Kingston boat launch. Security arranged for Command Post and Staging Area.
  • EPA performs recon with Wyoming County Committee Levee System representative. Gained access to staging location and location of additional orphaned containers/tanks/drums identified.


  2.2 Planning Section
   

Operations are and have been directed by EPA. Selection of Site locations are coordinated by PADEP. Field operations are a 9.5 hour days on a 6 day work week, weather permitting.

2.2.1 Anticipated Activities
- PADEP continues to coordinate recovery and collection needs and obtain access for EPA and its contractors.

EPA will view addition locations in Wyoming County 11/03 with PADEP.
