Stafford Act Response - FEMA has issued a Mission Assignment upon request from PADEP, through PEMA for EPA to collect and dispose of orphaned container debris from Tropical Storm Lee.

This site has various locations along the Susquehanna River in Luzerne, Schuylkill, and Wyoming Counties

1.1.2.2 Description of Threat

Threat of release of oil and chemicals in containers to the River and the environment.  Threat of explosion from unstable propane cylinders.  Threata of exposure from the public to oil and chemicals.

Wyoming County: 

11/03/2011
Recon performed with PADEP in Wyoming County. Six locations of orphan drums and containers of environmental concern identified.

11/09/2011
EPA and PADEP meet with Wyoming County Access discussed and begin coordination for recon and collection of orphan containers.

Luzerne County:
11/03/2011
ERRS completes final collection of farmland propterty in Plains Township.
ERRS relocates equipment to Kingston to begin collection in Kingston and Forty Fort. 
Command Post relocated.

11/04/2011
ERRS begins collection of orphan containers and drums in Forty Fort. New collection over the levee and adjacent to river. 

11/05/2011
ERRS continues collection of orphan containers and drums in over levee in Forty Fort, under and downstream of Cross Valley Bridge.


11/07/2011
ERRS continues collection of orphan containers and drums in over levee in Forty Fort working downstream towards Kingston.

11/08/2011
ERRS continues collection of orphan containers and drums in over levee within Kingston.

ERRS continues collection of orphan containers and drums in over levee in Forty Fort. One final day for completion of levee side at Cross Valley Bridge to Nesbitt Boat Launch.
 

  2.2 Planning Section
   

Operations are and have been directed by EPA. Selection of Site locations are coordinated by PADEP. Field operations are a 9.5 hour days on a 6 day work week, weather permitting.

- PADEP continues to coordinate recovery and collection needs and obtain access for EPA and its contractors.
PADEP will arrange access to locations in Wyoming County.
- The current funding has been spent for the ERRS cleanup contractor.  Also, the Mission Assignment and agreement with PA expires on 11/19/11.  Therefore, EPA has requested a funding increase of $70K and time extension to 1/31/12.  The funding increase would fund River Operation in Luzerne County and both Land and River Operations in Wyoming County. 
- EPA plans to dispose of materials collected at the end of the recovery phase.  The recovery phase may not be completed until January 2012 due to materials which may be uncovered by the Luzerne County Levee Commissions' debris pile removal operations.  Funding estimates for disposal of all material collected will be performed when the recovery phase is deemed complete. 
- Recovery and collection scheduled to be completed in Kingston and Forty Fort in one work day. 
- ERRS scheduled perform Pine Grove 5-drum collection on 11/10.
- ERRS scheduled to demobe 11/11.
