1.1.1 Incident Category
EPA emergency response to a transportation incident involving discharge of gasoline.
1.1.2 Site Description
On Saturday, 12 November 2011, 0800 hrs, a spill of an estimated 750 to 1,000 gallons of unleaded gasoline occurred on U.S. Highway 12 near Mile Marker 132 in rural north central Idaho. A tanker truck pulling a 4,000 trailer was west bound on the highway when the accident occurred. The two-compartment trailer was filled with approximately 2,000 gallons of clear diesel and approximately 1,700 gallons of unleaded gasoline.
The driver was not injured nor was the tanker truck damaged; however, the trailer broke away from the truck and went into the north side (upslope) ditch of the highway and collided with the adjoining vertical rock face.
The Lochsa River is immediately adjacent to the site.
1.1.2.1 Location
The site is located on Highway 12 near Mile Marker 132. The approximate geographic coordinates at the site are N 46.41076 and W 115.17954.
1.1.2.2 Description of Threat
An estimated 750 to 1,000 gallons of gasoline was was discharged to north side roadside ditch. The gasoline migrated downward through soil potentially threatening the nearby Lochsa River (located approximately 50 feet away from the ditch).
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
Initially, it was unknown if the accident resulted in the loss of both the diesel and gasoline. An estimated 750 to 1,000 gallons of spilled gasoline was recovered using absorbenent pads and through construction of a catchment basin. At the same time, the Lewistion Fire Department Regional Response (RRT) personnel and City Service Valcon (CSV) personnel attempted to gain access to the second trailer compartment known to be holding the diesel to determine if the diesel had also discharged to the ground. It was not immediately known because the trailer was on its side and it was possible that the compartment was damaged and releasing diesel directly to the soil. Personnel were unable to access the diesel compartment and consequently drilled into the compartment. It was quickly determined that the compartment was intact (i.e., filled with diesel). The diesel was removed and the trailer was also removed from the site at approximately 21230 hrs Saturday evening.

2.1.2 Response Actions to Date
Initial response was provided by ISP, ITD, and the RRT. Soon thereafter, CSV's contractor West Central Environmental Consultants (WCEC), along with the U.S. Forest Service (USFS), Idaho Department of Environmental Quality(IDEQ), and EPA arrived.
Upon arrival at the incident, the RRT placed absorbent pads in the roadside ditch and deployed absorbent boom in the Lochsa River as a precautionary measure.
WCEC also placed absorbent pads in the roadside ditch and constructed a catchment basin to capture gasoline that was leaking from the damaged pup trailer. Simultaneously, CSV and RRT personnel drilled into the undamaged compartment filled with diesel and pumped off the diesel into another tanker. The damaged trailer was remeoved Saturday evening at approximately 2030 hrs.

2.2.1 Anticipated Activities
Excavation of gasoline contaminated roadside ditch soils and continued monitoring of the Lochsa River bank and absorbent booms for evidence of a release to the Lochsa River.
2.2.1.1 Planned Response Activities
WCEC has prepared a cleanup action work plan focusing on the excavation of gasoline contaminated soils from the roadside ditch. It is estimated that the plan will be implemented the week of 21 November 2011, but the exact schedule is dependent on favorable weather.
2.2.1.2 Next Steps
Excavate gasoline contaminated soils and backfill the excavation with clean material. Remove the absorbent booms once excavation and backfill activities are completed.
