2.1.2 Response Actions to Date
On November 28, 2011, Midwest hauled off 3 loads (19,050 gal) of oily water from the northeast area: 1 load (5,450 gal) to the United Waste Water Inc. facility in Cincinnati, OH and 2 loads (13,600 gal) to the Clean water facility in Dayton, OH.
- Midwest hauled off (5) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
- Midwest received (1) 25 ton load of sawdust solidification media from Burton Lumber Co Inc. of Lexington, IN.
- Midwest solidified sludge in the west million gallon bunker tank with the long reach excavator and sawdust solidification media.
- Midwest continued solidification in the solidification pits with sawdust, lime, and wood pulp solidification media.
- Midwest continued cleaning activities in the Solids Building and Tank 37.
- Midwest drummed 110 gallons of acid sludge from Tank 37 cleaning activities.
- AVS continued cleaning process pipe runs near the Solids Building and near the Dehydration Building.
- Trihydro discharged approximately 39,000 gal of northeast area stormwater treated by the GAC system to Oil Creek.
On November 29, 2011, Midwest hauled off 3 loads (17,000 gal) of oily water from the northeast area: 2 loads (11,700 gal) to the United Waste Water Inc. facility in Cincinnati, OH and 1 load (5,300 gal) to the Clean water facility in Dayton, OH.
- Midwest hauled off (29) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
- Midwest received (8) 25 ton load of sawdust solidification media from Burton Lumber Co Inc. of Lexington, IN.
- Midwest received (4) 50,000 pound loads of wood pulp solidification media from Appleton Papers, Inc. in Dayton, OH.
- Midwest solidified sludge in the west million gallon bunker tank with the long reach excavator and sawdust solidification media.
- Midwest continued solidification in the solidification pits with sawdust, lime, and wood pulp solidification media.
- Midwest continued cleaning activities in the Solids Building and Tank 37.
- Midwest completed Tank 37 cleaning activities and Trihydro requested visual inspection. There was no visible product on the floor or walls in Tank 37. The condition was documented with two photos of the area
- EQ personnel were on site for Tank 51 sludge removal planning.
- AVS continued cleaning process pipe runs near the Solids Building and near the Dehydration Building.
- Trihydro discharged approximately 39,000 gal of northeast area stormwater treated by the GAC system to Oil Creek.
On November 30, 2011, Midwest hauled off 2 loads (11,900 gal) of oily water from the northeast area and primary separator pit to the United Waste Water Inc. facility in Cincinnati, OH.
- Midwest hauled off (11) 20 cyd and (5) 40 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
- Midwest received (1) 25 ton load of sawdust solidification media from Burton Lumber Co Inc. of Lexington, IN.
- Midwest received (3) 50,000 pound loads of wood pulp solidification media from Appleton Papers, Inc. in Dayton, OH.
- Midwest solidified sludge in the west million gallon bunker tank with the long reach excavator and sawdust solidification media.
- Midwest continued solidification in the solidification pits with sawdust, lime, and wood pulp solidification media.
- Trihydro requested visual inspection of the Solids Building. START identified several areas in the building that require further cleaning and Midwest will be addressing those areas prior to approval.
- Midwest continued cleaning activities in the Solids Building and Tank 36/37/38 secondary containment.
- AVS continued cleaning process pipe runs near the Solids Building and near the Dehydration Building.
- The PRP Group/Trihydro was granted an extension for the Tank 51 secondary containment SDA from the City of Indianapolis to discharge to the sanitary sewer.
- Trihydro discharged approximately 20,000 gal of northeast area stormwater treated by the GAC system to Oil Creek.
On December 1, 2011, Midwest hauled off 4 loads (23,300 gal) of oily water from the northeast area and primary separator pit to the United Waste Water Inc. facility in Cincinnati, OH.
- Midwest hauled off (13) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
- Midwest received (2) 25 ton loads of sawdust solidification media from Burton Lumber Co Inc. of Lexington, IN.
- Midwest received (2) 20 ton loads of lime solidification media from Mintec.
- Midwest solidified sludge in the west million gallon bunker tank with the long reach excavator and sawdust solidification media.
- Midwest continued solidification in the solidification pits with sawdust, lime, and wood pulp solidification media.
- Midwest continued cleaning activities in the Solids Building, Tank 33/34/35 secondary containment, and Tank 36/37/38 secondary containment.
- AVS began cleaning process pipe runs near Tank 51.
- EQ saw-cut an approximate 4.5’x60’ section of the north Tank 51 secondary containment wall for access purposes during sludge removal activities.
- Trihydro discharged Tank 51 secondary containment stormwater to the City of Indianapolis sanitary sewer pursuant to their SDA, with discharge information as follows: average flowrate: 126 gpm; maximum flowrate: 166 gpm; total volume of water discharged: 105,731 gal.
- Trihydro discharged approximately 35,000 gal of northeast area stormwater treated by the GAC system to Oil Creek.
- OSC Anita L. Boseman, START Rick Mehl, and Steve Flemming (Safety Kleen) met at the site and conducted a site walk with Tim Gunn (Trihydro) and START Shauna Ross. Per S. Flemming, EQ will not be discharging stormwater from the Tank 51 secondary containment once sludge removal activities begin. Safety Kleen/Trihydro agreed to prepare a Tank 51 Work Plan prior to removal activities beginning.
On December 2, 2011, Midwest hauled off 2 loads (11,200 gal) of oily water from the northeast area and primary separator pit to the United Waste Water Inc. facility in Cincinnati, OH.
- Midwest hauled off (15) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
- Midwest received (2) 25 ton loads of sawdust solidification media from Burton Lumber Co Inc. of Lexington, IN.
- Midwest received (2) 20 ton loads of lime solidification media from Mintec.
- Midwest mobilized a second long-reach excavator to the site in order to solidify/remove sludge in the east & west million gallon bunker tanks concurrently.
- Midwest solidified sludge in the east & west million gallon bunker tank with the long-reach excavators & sawdust, lime, & wood pulp solidification media.
- Midwest continued solidification in the solidification pits with sawdust, lime, and wood pulp solidification media.
- Midwest continued cleaning activities in the Tank 33/34/35 secondary containment and Tank 36/37/38 secondary containment.
- Trihydro pumped the small amount of stormwater remaining in the Tank 51 secondary containment into the frac tank located just north of the Administration Building.
- Trihydro discharged approximately 7,000 gal of northeast area stormwater treated by the GAC system to Oil Creek.
- Trihydro had the acid totes formerly staged on the north end of the site moved into the Solids Building for secondary containment purposes.
- Per Brian Guinn (EQ), due to the aggressive schedule planned for Tank 51 (trying to complete work before the Christmas holiday), EQ will be working until 1700 on Fridays.
- EQ began constructing the access ramp(s) on the north end of the Tank 51 secondary containment.
- Midwest completed cleaning activities in the Solids Building, Tank 33/34/35 secondary containment, & Tank 36/37/38 secondary containment. There was no visible product in the building/containments/tank. The conditions were each documented with several photos.
- OSC Anita L. Boseman was on-site to observe removal activities.
The wood pulp and sawdust solidification materials are reclaimed/recycled products. As of December 2, 2011, approximately 7,800,000 pounds of wood pulp solidification media, 775 tons of sawdust solidification media, and 320 tons of lime solidification media had been used to solidify waste sludge.
