1.1.2.2 Description of Threat
6800 gallons of #4 recycled oil released to the ground and into a storm water ditch. The ditch flows to an un-named tributary, which flows to Mulatto Branch, which flows to the Upper Little River, into Lake Trace, back into Upper Little River and finally The Cape Fear River. The Cape Fear River is a drinking water source for surrounding towns. Oil in the storm water ditch presents a significant threat of release to waters of the US.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
6800 gallons of #4 recycled oil released to the ground and into a storm water ditch. It flowed down the ditch for approximately 300 feet, flowed across the road and into the yard of 124 Author Maddox Rd., Sanford, NC. The Tramway Fire Department stopped the flow in the yard using earthen berms and boom. Most of the oil was contained in the ditch, which was dammed with earth and boom approximately 300 ft down gradient of the spill.

2. Current Activities

    2.1.1 Narrative
OSC Ball arrived on scene at 0800 on 12/2/11. Lee County EMA, Noble Oil (RP/clean-up contractor) and Tramway fire department had worked through the previous night to stop oil migration and remove most free product from the impacted storm water ditch via vac trucks. OSC Ball held a morning OPS meeting with Noble Oil, Lee County EMA, and Tramway Fire to clarify activities for the day.
Objectives were:
-pressure wash road
-continue removing free product from ditch
-begin excavating impacted ditch and residential yard

Due to odor complaints, Noble Oil placed residents of the impacted property in a hotel room until Monday, 12/05/2011.

NCDOT was on site during the morning to met with EMA and Fire to discuss maintaining the closure of Author Maddox Rd. and knot Road. It was agreed to continue to keep the road closed during clean-up operations due to safety concerns.

NCDENR representatives from the water quality and USTs branches visited the the site to conduct inspections and ensure compliance with state regulations.
 
On 12/3/2011 and 12/4/2011 excavation of remaining stained soils in the impacted ditch and yard was completed. Impacted soils were disposed at Earthtec Environmental in Sanford, NC, which is a land farming/bioremediation company. The impacted ditch was back filled, seeded and strawed. Noble Oil will continue to work with the homeowner of 124 Author Maddox Rd. to provide acceptable restoration to the impacted yard in the next few days.
