1.1.2 Site Description
1.1.2.1 Location
The oil spill took place on a Missouri Gas Energy (MGE) pipeline easement in Kansas City, Jackson County, Missouri (39.12006 latitude, -94.47478 longitude).
The site borders the Little Blue River to the south, which is a tributary of the Missouri River to the east.
1.1.2.2 Description of Threat
While removing an old natural gas pipeline from the bottom of the Little Blue River, MGE spilled approximately 50 gallons of oil into an excavated pit just off the bank of the river. A small amount of oil, less than a quart, made it into the Little Blue River and created a light sheen near the riverbank. The remainder of the oil was contained in the pit, but posed a substantial threat of discharging to the Little Blue River if it was not cleaned up soon.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
On December 13, 2011, the EPA and the technical assistance contractor conducted a removal preliminary assessment to determine the need to remove oil from the site. The site was found to contain approximately 50 gallons of oil that had been discharged within a few feet of the Little Blue River and posed a substantial threat of escaping containment and entering the river.

2. Current Activities

2.1 Operations Section

2.1.1 Narrative
The site is a pipeline easement located in Kansas City, Missouri, on the north bank of the Little Blue River. The EPA discovered approximately 50 gallons of oil that had been spilled from an old pipeline into an excavated pit within a few feet of the river.
Assessment and removal activities were slowed down by extremely muddy conditions created by recent rainy weather in the area.
2.1.2 Response Actions to Date
The EPA arrived at the scene at approximated 4 p.m., on December 13, 2011. By that time, the Missouri Department of Natural Resources (MDNR) had a representative present and MGE already had a contractor with a vacuum truck at the scene. Within an hour, the contractor had begun vacuuming the spilled oil from the pit. MDNR and the EPA consulted and agreed that the MGE cleanup response was adequate and continuous oversight was not needed. MDNR and the EPA left the scene at approximately 5:45 p.m.
MGE brought in construction lights and continued oil reclamation with the vacuum truck until approximately 9:00 p.m. on December 13, 2011. By this time they had recovered all visible oil from the pit. The total amount of oil/water mixture reclaimed by the vacuum truck was approximately 1,500 gallons.
The EPA revisited the site on the morning of December 14, 2011, to verify completion of cleanup activities. MGE had already filled in the pit and regraded the site. No more oil was apparent on-site. MGE stated that they would take the oil/water mixture to a Sugar Creek, Missouri, landfill.
On January 6, 2012, MGE provided the EPA with a spill summary report and waste manifest for the disposal of the oil/water mixture from the vacuum truck.
