2.1.2 Response Actions to Date 

On January 3, 2012, Midwest hauled off 1 load (6,200 gal) of oily water from the control structure to United Waste Water Inc.’s facility in Cincinnati, OH.
  • 0.1” of precipitation fell over the weekend.
  • Midwest started cleaning a vac box by emptying its contents into the solidification pits.
  • Midwest started cleaning the control structure.
  • Trihydro was unable to treat water due to frozen lines.
  • EQ was not on site due to their solidification media supplier shutting down for the holiday.
On January 4, 2012, Midwest hauled off 2 loads (11,200 gal) of stormwater from the from the Tank 51 containment frac tank to United Waste Water Inc.’s facility in Cincinnati, OH.
  • Midwest finished cleaning a site vac box.
  • Midwest continued cleaning the control structure.
  • Midwest continued cleaning in the chemical building.
  • Midwest made an effort to homogenize the remaining sludge and solidification media in the east million gallon bunker tank with a long reach excavator.
  • EQ mobilized two additional mix boxes.
  • EQ received one 50,000 pound load of wood pulp solidification media from Appleton Papers, Inc. in Dayton, OH.
  • EQ received one 20 ton load of lime solidification media from Mintec.
On January 5, 2012, Midwest hauled off 2 loads (11,500 gal) of oily water from the control structure to United Waste Water Inc.’s facility in Cincinnati, OH.
  • Midwest continued cleaning the control structure.
  • Midwest demobilized two CAT 330 excavators.
  • Midwest completed cleaning the chemical building. 
  • EQ received (2) 50,000 pound load of wood pulp solidification media from Appleton Papers, Inc. in Dayton, OH.
  • EQ moved the two additional solidification boxes onto the solidification work pad.
  • OSC Verneta Simon, US EPA ERT representatives John Gilbert and Gary Newhart, START representative Rick Mehl, and ERRS representative Clay Corman were on site.
  • EPA's position was relayed to PRP Group representative Steve Fleming and Trihydro representatives Gary Risse and Tim Gunn during a conference call at the Site. 
  • Frank Vest of Midwest proposed an approach that included stabilizing the sagged east and west bunker walls with a fill material during the removal.  The approach was acceptable to all parties.
On January 6, 2012, Midwest hauled off 3 loads (16,277 gal) of oily water from the control structure to United Waste Water Inc.’s facility in Cincinnati, OH.
  • Midwest continued cleaning the control structure.
  • EQ continued pumping Tank 51 liquid contents into a solidification box and mixing it with paper pulp and lime solidification media.
  • EQ hauled off (9) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
  • EQ received (2) 50,000 pound load of wood pulp solidification media from Appleton Papers, Inc. in Dayton, OH.
  • EQ mobilized a second excavator.
  • Tim Gunn (Trihydro), Frank Vest (Midwest), and START Rauh inspected a supply of recycled concrete construction debris, potentially to be used to stabilize the east and west bunker walls and as fill.
  • Gunn, Rauh, and START Mehl participated in a conference call regarding the proposed fill.  Mehl has concerns that the proposed fill comes from an unknown source and that the large and variable size of the concrete pieces could create void spaces.
  • The PRP Group submitted an updated Tank 51 work plan addendum to US EPA.
  • The PRP Group submitted a long term stormwater management update from Roger Ward Engineering.
    The wood pulp and sawdust solidification materials are reclaimed/recycled products.  As of January 6, 2012, approximately 11,850,000 pounds of wood pulp solidification media, 1,800 tons of sawdust solidification media have been used to solidify sludge.  Additionally, 880 tons of lime solidification media and 45 tons of TerraBond solidification media had been used to solidify waste sludge.
