2.1.2 Response Actions to Date 

On January 16, 2012, Midwest continued cleaning in the chemical building.
  • Midwest continued cleaning the control structure.
  • Midwest received (5) 50,000 pound loads of wood pulp solidification media from Appleton Papers, Inc. in Dayton, OH.
  • EQ continued pumping Tank 51 liquid contents into solidification boxes and mixing it with paper pulp and lime solidification media.
  • EQ started using a larger, 6" sludge pump - the operators reported increased flow.
  • EQ hauled off (5) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
  • EQ received (3) 50,000 pound loads of wood pulp solidification media from Appleton Papers, Inc. in Dayton, OH.
  • EQ reported that there was 8’1” of product left in Tank 51 on 1/16/12.
  • AVS was on site to continue evaluating bunker tank access.
  • Trihydro was unable to treat water due to frozen lines.
On January 17, 2012, Midwest hauled off 1 load (5,500 gal) of oily water from the control structure to United Waste Water Inc.’s facility in Cincinnati, OH.
  • 1” of rain fell overnight and during the day.
  • Midwest continued cleaning the control structure.
  • Midwest received (6) 50,000 pound loads of wood pulp solidification media from Appleton Papers, Inc. in Dayton, OH.
  • EQ continued pumping Tank 51 liquid contents into solidification boxes and mixing it with paper pulp and lime solidification media.
  • EQ hauled off (4) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
  • Work was stopped for approximately an hour in the morning due to lightening in the area.
  • Trihydro repaired cracked GAC fittings and melted ice stuck in the lines.
  • Trihydro discharged approximately 10,000 gal of northeast area stormwater treated by the GAC system to Oil Creek.
  • Trihydro representatives Gary Risse and George Mathes were on site for a site walk and meetings with on-site personnel.
On January 18, 2012, Midwest hauled off 4 loads (23,200 gal) of oily water from the Tank 51 frac tank to United Waste Water Inc.’s facility in Cincinnati, OH.
  • Midwest continued cleaning the control structure (west side).
  • Midwest cut up empty totes.
  • Midwest demobilized a CAT 320 long reach excavator. 
  • Midwest mobilized a CAT 330 long reach excavator.
  • EQ continued pumping Tank 51 liquid contents into solidification boxes and mixing it with paper pulp and lime solidification media.
  • EQ hauled off (10) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
  • EQ received (3) 50,000 pound loads of wood pulp solidification media from Appleton Papers, Inc. in Dayton, OH. 
  • EQ reported that there was 7’0” of product left in Tank 51 on 1/18/12.
  • Trihydro requested visual inspections of the chemical building and the east section of the control structure.  No product was visible in either structure, and the condition was documented with photos of each.
  • Trihydro reported that they received preliminary laboratory results for the proposed “concrete washout” fill.
  • Trihydro representatives Gary Risse and George Mathes were on site for a site walk and meetings with on-site personnel.
On January 19, 2012, Midwest hauled off 1 load (6,200 gal) of oily water from the control structure to United Waste Water Inc.’s facility in Cincinnati, OH.
  • 0.4” of precipitation fell overnight and during the day
  • Midwest solidified sludge in the solidification pits.
  • Midwest preloaded (3) 20 cyd roll-off boxes with solidified sludge.
  • Midwest continued to move water accumulating in the east bunker tank into the west bunker tank.
  • EQ continued pumping Tank 51 liquid contents into solidification boxes and mixing it with paper pulp and lime solidification media.
  • EQ hauled off (10) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
  • EQ received (3) 50,000 pound loads of wood pulp solidification media from Appleton Papers, Inc. in Dayton, OH.
  • EQ reported that there was 5’10” of product left in Tank 51 on 1/19/12.
  • Trihydro representative Gary Risse was on site for a site walk and meetings with on-site personnel.
  • Trihydro discharged approximately 10,000 gal of northeast area stormwater treated by the GAC system to Oil Creek.
  • Steve Jones of the Pike Township Fire Department was on site to discuss the end of the project schedule with Trihydro.
    On January 20, 2012, Midwest worked on site housekeeping.
    • Midwest continued to move water accumulating in the east bunker tank into the west bunker tank.
    • EQ continued pumping Tank 51 liquid contents into solidification boxes and mixing it with paper pulp and lime solidification media. 
    • EQ hauled off (2) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
    • EQ reported that there was 5’1” of product left in Tank 51 on 1/20/2012.
    • Trihydro began demobilizing the rented frac tank that stored Tank 51 secondary containment water.
    The wood pulp and sawdust solidification materials are reclaimed/recycled products.  As of January 20, 2012, approximately 13,650,000 pounds of wood pulp solidification media, 1,800 tons of sawdust solidification media have been used to solidify sludge.  Additionally, 880 tons of lime solidification media and 45 tons of TerraBond solidification media had been used to solidify waste sludge.
