1.1.1 Incident Category
CERCLA - Time Critical Removal
1.1.2 Site Description
The Site consists of two properties: Lot 172 (approximately 1/4 acre), which comprises the former Jim's Dry Cleaners building, an attached occupied apartment, and paved areas; and Lot 171 (approximately 1/2 acre which abuts the Site to the north, was formerly the location of a Laundromat, and is currently an empty lot with a large concrete pad. The dry cleaning facility was in business prior to 2007, although exact dates of operation are unknown.
1.1.2.1 Location
The Site is located at 110 Aroostook Avenue, Millinocket, Penobscot County, Maine. It is bordered to the north by residential and commercial properties and Pine Street, to the south by a church and residential properties, to the east by Aroostook Avenue and residential properties, and to the west by commercial properties and Penobscot Avenue. The geographical coordinates at the approximate center of the Site are latitude 45.6542 north and longitude -68.7080 west.
1.1.2.2 Description of Threat
EPA Analysis of four indoor air samples detected tetrachloroethylene (PCE) and trichloroethylene (TCE) in excess of EPA Region 1 regional screening levels (RGL) and the Maine Department of Environmental Protection (MEDEP) screening levels for unrestricted residential use. All of the sub-slab/floor soil gas samples revealed PCE in excess of MEDEP levels for unrestricted residential use.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
The preliminary assessment results indicated that the pathway of the contaminants is vapor intrusion from the sub-slab soil gas. Site investigation sampling supports this by indicating that the contamination is accumulating beneath the sub-slab and permeating into the building. The following table summarizes the data from the EPA site investigation.

[1] These reporting limits were increased as a result of dilutions made to the samples to achieve a reportable value of TCE. As a result they are well about the MEDEP solid gas target level, making it difficult to accurately determine the presents or absences of TCE in soil has below the concrete slab. However, the reporting limits for samples collected below the wood floor in the old section were lower (0.36 and 0.40).
