2.1.2 Response Actions to Date
On February 13, 2012, EQ enlarged the hole in the west side of Tank 51 to approximately 10’x10’.
- EQ began solidifying sludge inside Tank 51 with paper pulp solidification media.
- EQ received (3) 50,000 pound loads of paper pulp solidification media from Appleton Papers, Inc. in Dayton, OH.
- 0.5” of precipitation fell over the weekend.
- PRP Group representatives Catherine McCord, Charisse Harding, and Thomas O’Gere were on site for a site walk.
On February 14, 2012, EQ continued solidifying sludge inside Tank 51 with paper pulp solidification media.
- EQ hauled off (5) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
- EQ received (3) 50,000 pound loads of wood pulp solidification media from Appleton Papers, Inc. in Dayton, OH.
- EQ deconned a sludge pump and an excavator.
- EQ mobilized a mini excavator.
- 0.1” of snow and drizzle fell overnight and during the day.
On February 15, 2012, EQ continued solidifying sludge inside Tank 51 with paper pulp solidification media.
- EQ entered Tank 51 with a mini excavator that had a blade attachment mounted.
- EQ left approximately 1' of metal at the bottom of the opening.
- Two cuts were made down to 1', and then the upper portion was bent into a ramp to get the mini excavator inside the tank.
- EQ hauled off (2) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
- EQ received (2) 50,000 pound loads of wood pulp solidification media from Appleton Papers, Inc. in Dayton, OH.
- EQ demobilized a sludge pump.
- Trihydro discharged approximately 21,400 gal of GAC system treated northeast area stormwater to Oil Creek.
- OSC Simon (EPA), Carol Staniec (EPA), Steve Fleming (PRP Group), Gary Risse (Trihydro), Tim Gunn (Trihydro), Rick Mehl (START), and Jay Rauh (START) participated in a conference call regarding work completion on the bunker tanks.
- The PRP Group presented options to remove the remaining solidified sludge from the bunker tanks.
On February 16, 2012, EQ continued solidifying sludge inside Tank 51 with paper pulp solidification media.
- EQ hauled off (5) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
- EQ demobilized an excavator.
- Trihydro discharged approximately 8,000 gal of GAC system treated northeast area stormwater to Oil Creek.
- Trihydro began backflushing the GAC system.
- 0.2” of rain fell during the day.
- The PRP Group sought approval to begin partial implementation of Option A to remove the remaining solidified sludge in the bunker tanks, and OSC Simon approved.
- OSC Simon, START Rauh, and Marathon Petroleum representative Mark Ehrman participated in a conference call regarding groundwater in the vicinity of ESI.
On February 17, 2012, EQ continued solidifying sludge inside Tank 51 with paper pulp solidification media.
- EQ hauled off (8) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
- EQ began decontaminating a mix box.
- Trihydro finished backflushing the GAC system.
- The PRP Group authorized Trihydro to begin removing the remaining solidified sludge in the bunker tanks.
The wood pulp and sawdust solidification materials are reclaimed/recycled products. As of February 17, 2012, approximately 15,250,000 pounds of wood pulp solidification media, 1,800 tons of sawdust solidification media have been used to solidify sludge. Additionally, 880 tons of lime solidification media and 45 tons of TerraBond solidification media had been used to solidify waste sludge.
