Galveston Bay Biodiesel in a refinery of Biodiesel.

1.1.2.1 Location
4900 block of Old Port Industrial Road, Galveston, Galveston County, Texas,

1.1.2.2 Description of Threat
The fire occurred in a 12,500 barrel biodiesel aboveground storage tank with possible emissions that could threaten communities downwind. In addition there was a potential for a release due the fire fighting water used on the fire.

    2.1.1 Narrative
At approximately 1900 hours on 23 February 2012 a fire was observed in a 12,500 barrel aboveground biodiesel storage tank. The University (A&M at Galveston) issued a shelter-in-place for their campus.  No general shelter-in-place was issued by the Galveston Fire Department. Fire Fighters responding to the fire extinguished the fire at approximately 2230 hours using foam.  The University lifted their shelter-in-place at approximately 2230 hours. Fire fighting water was captured and will be treated in the onsite wastewater treatment facility. 

2.1.2 Response Actions to Date
TCEQ responded and requested assistance from the USEPA. USEPA responded and was transporting air monitoring equipment to the incident site when the fire was extinguished. At 0200 Hours on 24 February 2012 the fire reignited and the TCEQ remobilized to the site to monitor the air down wind of the site.  The TCEQ did not request EPA assistance.  The fire was reported extinguished at 0330 hours and the TCEQ monitored until the situation until fire was declared fully extinguished with no possibility of flare up at 0530 hours.
