On February 27, 2012, Midwest pumped water accumulated in the east bunker tank into the west bunker tank.

• Midwest used a bulldozer to create a water runoff pathway from the clay mound east of the bunker tanks toward the driveway to prevent surface water from entering the east bunker tank.
• Midwest solidified sludge in the central solidification pit and preloaded one 20 cyd roll-off box. 
• Midwest and EQ moved EQ’s remaining stockpile of solidification media to the northeast area.
• EQ finished decontaminating and demobilizing equipment including an excavator and two mix boxes.  
• EQ demobilized from the Site.
• The PRP Group submitted a revised Tank 51 work plan.

On February 28, 2012, Midwest hauled off (2) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.

• Midwest solidified sludge in the central solidification pit and preloaded one 20 cyd roll-off box.
• Midwest pumped water accumulated in the east bunker tank into the west bunker tank.
• Midwest had virgin stone trucked in to make a “dump ramp” for trucks to use to dump ramp/fill material into the east bunker tank.
• Midwest removed the large, central pipe that was between the bunker tanks.
• Midwest swept the driveway with a bobcat mounted with a sweeper attachment.
• START and Trihydo used an excel visual basic function to generate 34 random numbers for the floor of Tank 51 and 25 for the wall.
• The PRP Group addressed Ms. Kirchner’s comments regarding the Tank 51 work plan in an email.
• The PRP Group indicated in an email that they were abandoning plans to use foundry sand as a fill material.

On February 29, 2012, 0.5” of rain fell.

• Midwest moved northeast area storm sewer water into Tank 6.
• Midwest mobilized a skid steer.
• START received sampling supplies to collect splits for 20% of Trihydro samples.
• The PRP Group reported an exceedance for benzene in their GAC discharge to Oil Creek.
• The PRP Group addressed OSC Simon’s and Ms. Kirchner’s comments regarding the Tank 51 work plan and posted a final version on the Project Direct website.
• OSC Simon, US EPA representative Carol Staniec, IDEM representative Ryan Groves, PRP Group representative Steve Fleming, Trihydro representative Gary Risse, and START Jay Rauh participated in a conference call regarding proposed material to build ramps into the bunker tanks to access the remaining solidified sludge.
• The PRP Group proposed a plan to use sand as a ramp base up to or above the water table where it would be overlain with limestone gravel, and US EPA agreed that it was an acceptable approach.

On March 1, 2012, Midwest began backfilling the east bunker tank with sand.

• Midwest received 1,018 tons of sand in 51 loads.
• No solidified sludge was covered with sand.
• Midwest agreed to remove and dispose of ramp material that contacts solidified sludge.
• Midwest moved water accumulated in the east bunker tank into the west bunker tank.
• Midwest moved northeast area storm sewer water into Tank 6.
• Trihydo incorporated randomly generated Tank 51 numbers into a cad figure.

On March 2, 0.6” of rain fell during the day.

• Midwest received 828 tons of limestone in 41 loads.
• Midwest received 185 tons of sand in 9 loads.
• Midwest began constructing a ramp in the east bunker tank.
• Midwest assisted Trihydro in gaining access to the GAC vessels by moving a fuel tank and disassembling the exterior insulation.
• Midwest excavated approximately four feet of soil from behind the center of the deflecting east bunker tank wall.
• Midwest moved northeast area storm sewer water into Tank 6.
• Trihydro received a letter stating that the sand was from a single, virgin source.
• Work was stopped twice due to lightning, dime-sized hail, and high winds.
• EQ was on site to retrieve a job trailer.
• Siemens was on site to replace the GAC carbon.
