1.1.1 Incident Category
News reports indicate that up to seven oil tanks caught on fire from a lightning strike at a facility south west of downtown Oklahoma City. It is unclear whether the fire has been extinguished but as of 0930, news reports indicate that it was nearly out. Oklahoma Department of Environmental Quality (ODEQ) has been contacted and they have indicated that it raining very hard at the time and that foam was used on the fire. Currently, there are concerns that contaminated fire fighting water may drain into a nearby storm water culvert that leads into Mustang Creek located at the facility.  No NRC report was made.  OSC Leos has been dispatched to coordinate response efforts with the facility owner, local and state environmental responders.

1.1.2 Site Description
The Yukon Drilling Fluids Disposal facility is a private company categorized under Oil Crude.  It offers products or services such as Natural Gas Patio Heater, Bp Crude Oil, Natural Gas Connections, Commercial Natural Gas and Liquid Natural Gas.

1.1.2.1 Location
The facility is located approximately 5 miles southwest of downtown Oklahoma City and is adjacent to a residential neighborhood approximately one-quarter mile west, and uninhabited farmland to the north, south, and east.

1.1.2.2 Description of Threat
There are approximately 14 - three hundred barrel capacity oil / water separator tanks on site and two salt deep water injection wells.  At approximately 0800 hrs. on March 8, 2012 lighting struck the tanks causing a large fire / explosion which resulted in the City of Oklahoma Fire Department to respond using water and foam to distinguish the on site tank that caught on fire.  There is a residential neighborhood approximately 1/4 mile west of the facility and a storm water culvert that leads to Mustang Creek that drains into the Oklahoma river.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
Upon arrival, OSC Leos will obtain additional information of materials released/discharged, emergency response actions taken and determine if additional EPA emergency response actions are necessary.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative
A fire caused by a lightning strike engulfed 13 of 14 300-barrel ASTs located on site. Upon arrival at the facility at approximately 1500 hrs. on March 8, 2012, the tank fire had already been extinguished.  OSC Leos met with the facility owner and members of the OKC Storm Water team. OKC Storm Water personnel confirmed that all fire fighting water and oily chemical residual was contained on site and the nearby Mustang Creek had not been impacted.  The facility owner used on site equipment to create a temporary holding pond to contain all the fire fighting water / foam used during the fire.

The owner indicated that shipments of crude oil had been recently removed from the tanks minimizing the amount of crude oil on site at the time of the fire. The facility owner estimates that approximately 100 bbls. of oil was left in one of the tanks during the fire.  The company’s cleanup of the incident continued as crews removed materials still stored in the tanks and fire fighting water.

2.1.2 Response Actions to Date
OKC fire department extinguished the facility tank fire.  OKC Storm Water personnel are on scene monitoring the protection of the storm water inlet to Mustang Creek.  The facility owner is draining the holding pond of rain / salt water and disposing on site injection wells.

The facility owner Yukon Drilling Fluid Disposal Inc. is the responsible party.

  2.2 Planning Section
    2.2.1 Anticipated Activities
The facility owner will continue to pump down rain / salt water from holding pond and dispose on site in injection wells.  The owner estimates approximately 700 bbls of rain / salt water have been contained.  OKC Storm Water Protection personnel will continue to monitor the protection of the storm water inlet that leads to Mustang Creek. 

2.2.1.1 Planned Response Activities
After the holding pond is pumped down, the facility owner plans on removing the top 6 inches of oily soil / sediment and disposing of it in an approved waste disposal facility.  The facility owner estimates approximately 10 cubic yards of oily contaminated soil / sediment will need disposal.  OKC Storm Water Protection will issue a final inspection report once clean up activities have been completed.

Continue to coordinate the final clean up and disposal activities with facility owner and OKC Storm Water personnel.  Review final inspection report from OKC Storm Water Protection.
