2.1.2 Response Actions to Date
On March 5, 2012, 0.6” of precipitation fell over the weekend.
- Midwest received 572 tons of limestone in 28 loads.
- Midwest received 61 tons of sand in 3 loads.
- Midwest completed constructing the sand and limestone gravel ramp into the east bunker tank.
- No solidified sludge was covered with sand or gravel.
- A bulldozer was used to grade the ramp as it approached completion.
- Midwest preloaded (2) 20 cyd roll off boxes with east bunker tank solidified sludge.
- Midwest pumped water accumulated in the east bunker tank into the west bunker tank.
- Midwest moved limestone gravel from the Tank 51 secondary containment to the east bunker tank.
- Midwest activated the new carbon in the GAC vessels.
- Midwest pumped northeast area storm sewer water into Tank 6.
- Midwest and Trihydro painted grid marks on the interior of Tank 51.
On March 6, 2012, Midwest hauled off (15) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
- Midwest removed solidified sludge from the east bunker tank with a bulldozer and long reach excavator.
- Midwest preloaded (3) 20 cyd roll off boxes with east bunker tank solidified sludge.
- Midwest excavated approximately 4 feet of soil from behind the northern portion of the east wall of the east bunker tank to relieve pressure on that portion of the wall.
- Midwest pumped water accumulated in the east bunker tank into the west bunker tank.
- Midwest pumped northeast area storm sewer water into Tank 6.
- Trihydro finished marking and numbering grids on the interior of Tank 51.
- Trihydro sampled the closed loop GAC effluent for BTEX.
On March 7, 2012, Midwest hauled off (20) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
- Midwest finished removing solidified sludge from the east bunker tank with a bulldozer, a long reach excavator, squeegees, and shovels.
- Midwest began removing the limestone gravel ramp in the east bunker tank.
- Midwest pumped water accumulated in the east bunker tank into the west bunker tank.
- Trihydro requested visual inspection of the east bunker tank. All sludge was removed, and the tank floor and walls passed the visual inspection standard. The condition of the tank was documented with photos.
- Trihydro sampled the interior of Tank 51 for PCB’s.
- START split 20% of Tank 51 PCB samples.
- Roger Ward Engineering was on site to discuss the final stormwater management plan with Trihydro.
- EPA verbally agreed to allowing the bunker tanks to be backfilled with site clay.
On March 8, 2012, 0.6" of rain fell overnight and during the day.
- Midwest continued removing the limestone gravel ramp in the east bunker tank.
- Midwest created a stockpile of removed limestone gravel ramp material west of the bunker tanks.
- Midwest pumped northeast area storm sewer water into Tank 6.
- Trihydro hauled off 4 loads (24,000 gal) of oily water from Tank 6 and the solidification pits to United Waste Water Inc.’s facility in Cincinnati, OH.
- Trihydro sampled spent GAC carbon for total VOC’s, SVOC’s, and PCB’s at Southside Landfill’s request.
On March 9, Midwest finished removing the limestone gravel ramp in the east bunker tank.
- Midwest stockpiled removed limestone gravel ramp material west of the bunker tanks.
- Midwest began pumping west bunker tank water into the east bunker tank.
- Midwest pumped northeast area storm sewer water into Tank 6.
- Midwest swept paved areas with a bobcat mounted with a sweeper attachment.
- Trihydro hauled off 7 loads (40,700 gal) of oily water from Tank 6, the southwest area storm sewer, and the solidification pits to United Waste Water Inc.’s facility in Cincinnati, OH.
- Trihydro received analytical results from the GAC closed loop sampling that indicated the BTEX was not detected in the effluent.
- IDEM was notified and cleared Trihydro to begin GAC treatment and discharge again.
- EPA ERT representative John Gilbert was on site for a site walk.
The wood pulp and sawdust solidification materials are reclaimed/recycled products. As of March 9, 2012, approximately 15,250,000 pounds of wood pulp solidification media, 1,800 tons of sawdust solidification media have been used to solidify sludge. Additionally, 880 tons of lime solidification media and 45 tons of TerraBond solidification media had been used to solidify waste sludge.
As of March 9, 1,264 tons of sand and 1,400 tons of limestone gravel had been placed into the east bunker tank to access the remaining solidified sludge.
