On March 28, 2012, Trihydro returned to the Site.

• Trihydro discharged approximately 15,000 gallons of GAC system treated northeast area stormwater to Oil Creek.
• Southside Landfill approved the waste profile for the spent GAC carbon.
• AVS was on site to discuss jetting the northeast area storm sewer with Trihydro.
• Volvo rentals was on site to retrieve deconned pumps and a bulldozer.

On March 29, 2012, Trihydro discharged approximately 28,000 gallons of GAC system treated northeast area stormwater to Oil Creek.

• Trihydro washed accumulated northeast area sediment into the northeast area storm sewer by running pumps in a closed loop.
• Trihydro rearranged the hay bales and silt fencing east of the east bunker tank to provide better protection for the northeast area storm sewer from any sediment from the clay mound.
• Rain for Rent was on site to discuss the performance of the GAC system with Trihydro.

On March 30, 2012, Less than 0.1” of rain fell overnight.

• Trihydro discharged approximately 9,000 gallons of GAC system treated northeast area stormwater to Oil Creek.
• Trihydro hauled off 2 loads (11,000 gal) of storm water from the Tank 51 secondary containment to United Waste Water Inc.’s facility in Cincinnati, OH.
• Trihydro hauled off (4) 20 cyd roll-off boxes of solidified sludge and spent GAC carbon to Southside Landfill in Indianapolis, IN.
• Major waste removal was completed.  However, there is still residual waste in the northeast area storm sewer, the solidification pits, Tank 6, and Tank 7.
• Trihydro washed accumulated northeast area sediment into the northeast area storm sewer by running pumps in a closed loop.

On April 2, 2012, 0.1” of rain fell over the weekend.

• Trihydro collected 4 samples from the Tank 51 secondary containment water: Tank51-WW1,20120402 – east of tank, near sump; Tank51-WW2,20120402 – near sump; Tank51-WW3,20120402 – north of tank; Tank51-WW4,20120402 – northwest of tank.
• EPA (OSC Simon and Carol Staniec); IDEM (Stan Rigny, Paul Cluxton, and Randy Braun); City of Indianapolis (John Oakley, Michael Massonne, Brad Dove, and Neil Marcus); Trihydro (Gary Risse and Tim Gunn); START (Rick Mehl and Jay Rauh); Roger Ward of Roger Ward Engineering; and PRP Group representative Steve Fleming participated in a meeting at the Site regarding the long term stormwater management plan and other site issues.
• Roger Ward discussed the proposed long term stormwater management plans.  Implementation would include reconnecting the northeast and southwest areas.  Ward accounted for 2 year, 10 year, and 100 year rain events in the planning.  The plan includes a sediment drop out and oil/water separator.  The proposed pond has approximately 1,000,000 gallons of capacity and releases 1/20 of the amount of water that flows into it.  The plan would require yearly O&M.
• Mr. Fleming stated that the PRP Group did not believe that they should be responsible for implementing a long term stormwater management plan since they are only responsible for waste removal.  The City of Indianapolis stated that they would fine the owner (trustees) if water escaped the Site.
• OSC Simon requested a copy of the City of Indianapolis ordinances relating to discharge from the Site
• Mr. Gunn asked IDEM if they would be amenable to pumping Tank 51 secondary containment water into the southwest area so that it could be treated with the GAC system.  IDEM said that they would consider it if PCB’s were non-detect in four samples of Tank 51 secondary containment water using analytical method EPA 608 with a 0.2 ug/L detection limit.
• All agreed that when AVS finishes sewer jetting, solidification pit powerwashing, and Tank 6/Tank 7 re-cleaning that oversight will be 1-2 days per week and that full time security would not be needed.  In order to cut down on security, EPA requested “No Trespassing” signs with contact numbers answered by a person 24 hours/day.    EPA also requested that personal floatation devices be placed near the bunker tanks and Tank 51 secondary containment.
• All agreed that Trihydro could remove the berms (concrete curbs on the asphalt driveway) separating the northeast and southwest areas.
